March 25, 2009


      The regularly scheduled meeting of the Board of Directors of the Monroe County Volunteer Firemen’s Association Inc. was called to order by the 1st Vice President, Mr. Michael Smith due to the excused absence of the President, Ms. Diana Pfersick, RN.  The meeting was held at the Combined Training Facility located at 1190 Scottsville Road, Rochester, NY.

     The assembly recited the Pledge of Allegiance to the American Flag and the Opening Prayer for Guidance was offered by the Director for the 5th Battalion, Mr. Royer Pfersick.

     With the taking of the roll it was determined that a quorum existed to conduct all business brought to the floor by the attendees.
The minutes of the previous meeting were reviewed and were approved on a motion called for by the Chair, Mr. Michael Smith.  1st by Mr. A. Way.  2nd by Mr. R. Diehl.  The vote was by voice.  There was no discussion or dissent.

BILLS AND COMMUNICATIONS:

There were two communications that were discussed and passed on to the approiate members for their consideration and follow up.
There was one receipt, (printing) passed to the Treasurer for his records.

Treasurer’s Report:    Mr. J. Princehorn
The Treasurer gave a complete report on the state of the Association’s holdings, obligations and income to date.  The Treasurer’s Report was approved on a motion called for by the Chair.  1st by Mr. G. Klingenberger.  2nd by Mr. F. D. Marquardt.

COMMITTEE REPORTS:

Audit:    Mr. R. Diehl
Mr. R. Diehl reports that the audit was done a week ago and the report is forthcoming.

Banquet:    Mr. W. Nichols
The Combined Ladies Auxiliary and Association Banquet is to be held on May 9, 2009 at the Green Lantern Party House located in Fairport, NY.  The Bill of Fare will be a Buffet Dinner.  The tickets are $25.00 each.
 
Budget and Finance:

Investment Advisory:

Constitution and Bylaws:

Emergency Medical:
No report at this time.

Explorers:    Mr. R. Pfersick
The Awards Dinner is to be held May 14, 2009 at the Monroe Ambulance Facility located on Lyell Avenue.

Fire Prevention Education:
No report at this time.

Fire Prevention Essay Contest:
There is a need for a Chairperson to take over this most valued Committee.

Hospitality Room:    Mr. A. Way
There was a discussion of the need for a Hospitality Room at the FASNY Convention – both pro and con.  It was decided to fund a Hospitality Room for three (3) nights.  Motion called for by the Chair.  1st by Mr. C. Bommele.  2nd by Mr. G. Klingenberger.  The motion passed with no dissent by voice acclimation.

Historical:    Mr. A. Sweet
Mr. A. Sweet is seeking old programs of the Fire Service Awards Dinners which, were in the past, sponsored by the Rochester Safety Council.

Legislative:    Mr. W. Nichols
There was a discussion of the CDL provision now pending in the New York State Legislature.  Senate # is 1624.  Assembly # is 05952.  There was a letter sent to Mr. David Gantt outlining the position of the MCVFA (Inc.).

Nominating:    Mr. P. Tracy
There is a need for a Director to represent the 4th Battalion.  There was a letter sent to the 4th Battalion Organizations regarding this opening….per the Constitution and Bylaws of the Association.

Membership:    Mr. W. Nichols
Mr. Nichols reports…..there are 1,304 paid members.  45 organizations paid to date.  And 1,258 FASNY Members.

Public Relations:    Mr. C. Dunn
No report at this time.

Resolution:
No report at this time.
 
Steering Committee:    Mr. D. Sweet
Mr. D. Sweet reminded the assembly that for this year’s election each member has the (a) vote.
Mr. Don Fox has stepped down as Steering Committee Chairperson due to illness.  Mr. David Sweet is now Chairman and Mr. Lawrence Ritz is Secretary.
Mr. A. Way was appointed to the NCNYVFA Fire Prevention Committee to replace Mr. R. Emma, who is deceased.
The Steering Committee recommended that the following amounts be expended for ads in various Firematic Programs and/or Yearbooks and/or Convention publications during the year (to date) 2009.  NCNYVFA: $70.00.  WNYVFA: up to $70.00. Niagara County: $150.00 for a ½ page item.  The foregoing was approved on a motion called for by the Chair.  1st by Mr. R. Diehl.  2nd by Mr. L. Hicks.  There was no discussion on the motion.
Mr. D. Sweet also discussed in detail the “Drastic Cuts” that were made by FASNY in light of their current financial situation.

Special Events:

Topics:
The Burn Unit may be making a presentation in the near future.

Special Committees:

There was a motion called for by the Chair regarding the Committee Reports.  To approve……1st by Mr. A. Way.  2nd by Mr. G. Klingenberger.  The motion passed with no further discussion by voice acclimation.

REPORTS OF REPRESENTATIVES AND DELEGATES:

Finger Lakes Burn Association:
No report at this time.

Fire Advisory Board:    Mr. L. Ritz
There are two, (2) classes underway.  Graduation will be in July of 2009.
The Air Show will be held at Ontario Beach Park this year rather than at the airport.  Late May is the time discussed.
The Monroe County Mutual Aid Plan is undergoing revision to bring it up to date.
 
County Fire Chiefs:    Mr. A. Sweet
The new Organization President is Chief Dale Sweet from Rush.
Their next meetings are scheduled for March 11 and April 8, 2009.

Drills and Officials:
No report at this time.

Fire Districts:
Hilton will be moving to their new house on May 4, 2009. Dedication is set for May 16, 2009.

Fire Marshals:    Mr. C. Dunn
Their next meeting is sometime at the end of May. There is no money for new codes books.
Training is set for May 20-21, 2009.

County Fire Police:    Mr. L. LeonE
The 1st week in October 2009 will see the NYS Training Class.  It will be held at the Rush Fire Department.

Safety Officers:
No report at this time.

FASNY:
Report was given with Steering Committee.

NCNYVFA:
Next meeting will be April 26, 2009 in Geneva, NY.  1:00 PM Legislative Meeting.  2:00 PM Regular Meeting.
The Convention to be at Newark, NY June 12-13, 2009.

WNYVFA:
March 29, 2009 is their next meeting.  Location is Alden, NY.

State Fire Police:
The State Convention will be held in Syracuse NY from April 30 through May 3, 2009.

1st Battalion:
Union Hill had a fire call.
Ridge-Culver had 2 fire calls.
Sea Breeze has been busy with Air Show Plans.
2nd Battalion:
No report at this time.
3rd Battalion:
No report at this time.
4th Battalion:
Needs a Director to fill a vacancy.
5th Battalion:
No report at this time.

OLD BUSINESS:
There was a discussion on NCNYVFA Delegate funds.  Mr. A. Way suggested that this discussion be put off until the next Quarterly Convention (April 29, 2009 @ Barnard Exempts).

NEW BUSINESS:
This year’s nominee for the MCVFA Award is Mr. Alvin Sweet.

REPORT OF OFFICERS:

The President was not in attendance due to illness.

1st Vice President:    Mr. Michael Smith
Mr. M. Smith called for a motion to remove Mr. Richard Laitenberger from the roll call.  1st by Mr. L. LeonE.  2nd by multiple members in unison.  The motion passed with no discussion by voice acclimation.

2nd Vice President:    Mr. Lynd Hicks.
There is a need for an outline for the April 22, 2009 Workshop Meeting.
Mr. L. Hicks requested a motion to pay the MCVFA (Inc.) bills, etc.  1st by Mr. A. Way.  2nd by Mr. L. LeonE.  The motion passed by voice acclimation with no dissent (Mr. G. Klingenberger was in unison with Mr. L. LeonE.)

GOOD AND WELFARE.
Clifton Fire Department is having their “Famous Roast Beef Dinner” on April 25, 2009 at the Firehouse.
West Henrietta is having a Ham Dinner on April 4, 2009.
With no additional business brought to the floor by the attendees, there was a motion made to adjourn the Board of Directors Meeting.  1st by Gerry Hendrickson.  2nd by Multiple Members in unison.  The motion passed by voice acclimation with no discussion.

The Closing Benediction was offered by Mr. R. Pfersick, the 5th Battalion Director.
