April 30, 2009


The scheduled Quarterly Convention of the Monroe County Volunteer Firemen’s Association, Inc. was held on the above date at the Barnard Exempts Facility located in the Town of Greece, NY.  The Convention was called to order by the Association President, Ms. Diana Pfersick, R.N. at 6:30 PM.  The Convention was then adjourned for dinner.  Following a dinner of Roast Beef sandwiches with all trimmings, the Convention was again called to order by the Association President at 7:30 PM.

The Opening Prayer for guidance was offered by Mr. Royer Pfersick, Director from the 5th Battalion and the Pledge of Allegiance was recited by the attendees.

The Convention was welcomed to Barnard by Mr. Gerald Dunst and thanks were offered on behalf of the Association by Ms. Diana Pfersick, R.N. for the kindness shown by Barnard in hosting the Convention.

The program speaker was Dr. Paul Schwartzman from the Burn Center, (located at Strong Memorial Hospital).  He gave a most informative presentation regarding the wonderful work done on behalf of the patients recovering from serious injuries.

The minutes of the previous meeting were approved with no additions or corrections on a motion called for by the chair, Ms. Diana Pfersick, R.N.  1st by Mr. C. Bommele.  2nd by Mr. L. LeonE.  The motion passed by voice acclimation with no dissention.

BILLS AND COMMUNICATIONS:
There were several communications that were read and discussed by the attendees.  They were passed on to the appropriate persons for their workflow and resolution.  There were no bills presented to the Secretary at this time.

Treasurer’s Report:    Mr. J. Princehorn
The Treasurer gave a complete report outlining the financial situation of the Association and a complete report was supplied to the Secretary for the permanent records of the Association.  There was a motion called for by the Chair to approve the Treasurer’s Report.  1st by Mr. G. Klingenberger.  2nd by Mr. R. Pfersick.  The motion was carried by voice acclimation with no dissent.
 
COMMITTEE REPORTS:

Audit:    Mr. G. Haberberger
Mr. G. Haberberger, the Committee Chairman, gave a complete report regarding the activities of the Audit Committee.  The full report is attached to these minutes.
There was a discussion of the issue of the Convention Committee material not being given over to the Audit Committee.  There was an ensuing series of remarks regarding the tardiness of the material needed to be audited.
Mr. G. Klingenberger made a motion that was seconded by Mr. Dale Sweet requiring the Convention Committee to turn over for audit within thirty (30) days….. All material in their possession in total regarding their financial dealings.  This motion was approved and accepted by voice acclimation……with no further discussion or comment.  However, there was an addition to the motion.  This was to cover all Raffles, Essay Contest Records and Membership Financial Records.  These additions were added with mutual agreement to the original motion to be turned over to the Association President, Ms. Diana Pfersick, R.N.

Banquet:
The Installation Banquet, to be held jointly with the Ladies Auxiliary, will be May 9, 2009 at the Green Lantern Party House located in Fairport, NY.  The tickets are $25.00 each.
There was a motion called for by the Chair to advance $300.00 to pay toward the bill.  1st by Mr. C. Bommele.  2nd by Mr. L. LeonE.  The motion carried by voice acclimation with no dissention.

Budget and Finance:

Investment Advisory:    Mr. G. Klingenberger
There is a need for one more member to join the committee.

Constitution and Bylaws:
No report at this time.

Emergency Medical Service:    Ms. D. Pfersick, R.N.
There was a discussion of the recent Mexican Swine Flu by Ms. D. Pfersick, R.N.  (Most informative.)

Explorers:    Mr. R. Pfersick
Their Banquet is scheduled for May 14, 2009 at the Monroe Ambulance Facility, located on Lyell Avenue.

Fire Prevention Education:
Mr. G. Hendrickson gave a report on the winners of the Essay Contest.

Fire Prevention Essay Contest:
No report at this time.
 
Hospitality Room:
Two nights at the State Convention was approved previously.

Historical:
No report at this time.

Legislation:    Mr. W. Nichols
Mr. W. Nichols gave a brief discussion regarding current legislation of interest to the Fire Service.  A copy of the Legislative Scorecard is attached to these minutes.

Membership:    Mr. W. Nichols

Nominating:    Mr. D. Sweet
Mr. D. Sweet explained the methods of election and the slate of candidates up for election.  He explained the system that will be used in the election process. Mr. D. Sweet then read the slate of candidates….. Each name was read three times. The only contest reported was for the office of Treasurer.
There was a motion called for by the Chair to close the nominations.  1st by Mr. G. Klingenberger.  2nd by Mr. R. Diehl.  The vote to accept was by voice acclimation.  There was no dissenting votes or voices.
The voting then commenced as the remaining committees gave their reports.

Public Relations:
No report at this time.

Resolution:    Mr. L. Zarnstorff and Mr. D. Schultz
The names of recently deceased members were read into the record and the bell was rung signifying their final alarm.  The necrology list is attached to these minutes.

Steering Committee:    Mr. D. Sweet
The minutes of their last meeting are attached to these minutes.

Special Events:

Topics:

Transportation and 50/50 Drawing:
The winners were Ed Sexton, Dick Gardner and Bill Nichols.

Yearbook:

There was a motion called for by the Chair to approve the Committee reports as given.  1st by Mr. C. Bommele.  2nd by Mr. L. LeonE.  The motion passed with no additions or corrections by voice acclimation.

Finger Lakes Burn Association:

Fire Advisory Board:
There are two classes going on at this time.
The Air Show will be held out over Lake Ontario, May 30-31, 2009.
County Fire Chiefs:    Mr. A. Sweet
Their next meeting will be May 13, 2009 at Brighton #1.
Drills and Officials:

Fire Districts:
No report at this time.
Fire Marshals:    Mr. C. Dunn
The Fire Marshals will be having a seminar May 20-21, 2009.
County Fire Police:
May 9, 2009 is the date of the seminar to be held in Brockport, NY.

NCNYVFA:
The Convention is still scheduled for June 11, 12 and 13, 2009.
WNYVFA:

Chaplains

Firemen’s Home:    Mr. D. Schultz
Mr. D. Schultz discussed the budget regarding the Home and the need to make some cuts to the next budget.
State Fire Police:
The Convention is currently underway in Syracuse, NY.  And Mr. P. Tracy is attending. (April 29-30, 2009).

BATTALION REPORTS:

1st Battalion:

2nd Battalion:
There was a working fire reported.  Hilton is moving into their new firehouse on May 16, 2009.
3rd Battalion:
No reports.
4th Battalion:
No reports.
5th Battalion:

OLD BUSINESS:
There was a general discussion of the need to get out into the eye of the public to promote the organization and further the goals of Fire Safety.

NEW BUSINESS:
It was reported that the MCVFA (Inc.) dues to the WNYVFA are in arrears.  There was a brief discussion regarding this and it was passed to the Treasurer for payment.
The results of the election were announced.
The only contested position that of Treasurer was won by Mr. William Nichols of the Barnard Fire Department.

With no additional business brought to the floor by the attendees, there was a motion made to adjourn the Quarterly Convention.
This was made by multiple members and the vote was by voice acclimation.  There were no dissenting votes cast.

The Closing Benediction was offered by Mr. R. Pfersick, Director-5th Battalion.
