April 28, 2011

The Annual Meeting

The previously scheduled Quarterly Convention of the Monroe County Volunteer Firemen’s Association Inc. was called to order by the Association President, Mr. Lynd Hicks at 6:20 PM.  The location was the Webster Fire District Exempts Facility located in Webster NY.

The assembly was led in the Pledge of Allegiance to the American Flag by the Association President and the Opening Prayer for Guidance was offered by the Association Chaplain, Mr. Royer Pfersick.

The assembly was adjourned for dinner at this time.  Following a wonderful dinner of Baked Pork with all the trimmings….plus a selection of cakes all prepared by the Webster Fire District Ladies Auxiliary, the Convention was again called to order for the Business Meeting of the Association.  At this time the Kitchen Staff was brought out for a well earned round of applause for their wonderful culinary skills.

The Convention was welcomed to Webster by the Fire District President, Mr. Jerry Daloia and the Association’s thanks were given by Mr. Lynd Hicks.

The attending guests were introduced by the Messrs C. Bommele and L. LeonE.

With the taking of the Roll Call…it was determined that a quorum existed to conduct all business brought to the floor by the attendees.

The minutes of the previous meetings were approved on a motion called for by the Chair.  1st by Mr. A. Way.  2nd by Mr. D. Nesbitt(Welcome Back Dale!!).  There were no additions or corrections brought to the floor.  The vote was by voice acclimation with no dissent.

BILLS AND COMMUNICATIONS:

There were several that were read to the assembly and various items were passed over to the appropriate members for their workflow concerning the items read and discussed.

There were several receipts passed to the Treasurer for his attention and eventual payment, if approved by the Directors.  There was one bill for postage given to the Treasurer for reimbursement.  There were no additional bills given to the Secretary at this time.


Treasurer’s Report:            Mr. W. Nichols

The Treasurer’s Report was acknowledged as received on a motion called for by the Chair.  1st by Mr. W. Kramer.  2nd by Mr. A. Way.  The above action was approved by voice vote with no discussion noted.  There was a motion called for by the Chair to pay the financial obligations of the Association.  1st by Mr. A. Way.  2nd by Mr. R. Diehl.  The motion was accepted by voice acclimation with no dissent noted.

COMMITTEE REPORTS:

Audit:

“All OK”.

Banquet:            Mr. L. LeonE

To be held May 7, 2011 at the Green Lantern Party House located in Fairport NY.  Time reported is 6:30 PM.

Budget and Finance:            Mr. R. Diehl

“Budget is on track”.

Investment Advisory:            Mr. G. Klingenberger

This committee had a recent meeting and they advise…”Keeping on track with no changes”

Constitution and Bylaws:

It is reported that the document is at the Association Attorney for review.

Emergency Medical Service:            Ms. D. Pfersick, RNC

Explorers:

Mr. L. LeonE reports that several months ago letters were sent to all county organizations seeking candidates for the George Clohessy Award.  He got not one return reply nominating a candidate.

There was a discussion of “Youth Day” at the FASNY Convention in August with a possibility of securing a bus for the Monroe County attendees.  There was also a discussion of housing for the attendees at the Convention.  Mr. W. Nichols suggested the use of local fire stations in Alexandria Bay, NY.

Fire Prevention Education:

No report at this time.

Fire Prevention Essay Contest:            Mr. A. Way

Hospitality Room:            Mr. D. Sweet

There will not be a Monroe County Hospitality Room at the FASNY Convention this year in Alexandria Bay.  The cost is not worth the effort.  There will be a shared room with the WNYVFA.

Historical:            Mr. A. Sweet

Mr. A. Sweet has been working on the vast files being stored in his basement.  He did give some insights into the mutual aid plans of the county going back in the “Mists of Time”.

There are also two file cabinets at the Training Facility for our use if we chose to use them.

Legislative:            Mr. D. Sweet

The Legislative weekend this year will be November 11, 2011.  It will be a shortened program.  Mr. D. Sweet discussed the mechanics of the weekend and voiced the hope that the new program would be to the liking of the attendees as it will entail only one night away from home.

To date…The low interest loan program has been approved for this year.  Training has been funded.  There was a communications grant approved.

As of this date, the Association has 1,425 members, 43 member organizations and 1,414 FASNY members.

Public Relations:            Mr. C. Dunn

Resolution:            Mr. R. Pfersick

The names of the recently deceased members of the Association were read into the record and the bell was sounded to signify their… “Final Alarm”.  The Chaplain then offered a short prayer on their behalf.

Steering Committee:            Mr. D. Sweet

Special Events:            Mr. G. Klingenberger

The packets have been mailed to the organizations.  The game date is June 3rd, 2011 – the Rochester Red Wings vs. the Louisville Bats.

Topics:

The topic at the next Quarterly Convention will be the American Red Cross.

Transportation:

No report at this time.

Yearbook:            Mr. L. Hicks

The matter is under discussion.  More to follow as information becomes available.

Special Committees 1&2:

No report at this time.

Finger Lakes Burn Association:

Fire Advisory Board:            Mr. L. Ritz

County Fire Chiefs:

Their last meeting was April 13, 2011.  The next meeting will be on May 11, 2011 at Brighton #1.

Drills and Officials:            Mr. L. Hicks

The first drill will be on June 18, 2011.  Sea Breeze will be hosting.  Drills will be on Wednesday evenings.

Fire Districtsand Fire Marshals had no reports at this time.

County Fire Police:            Mr. A. Way

May 14, 2011 will see the seminar being held at the Brockport High School.

Safety Officers:

No report at this time.

FASNY:            Mr. D. Sweet

There is now an AD&D Policy on all members of FASNY.

August 11, 2011 is the FASNY Convention in Alexandria Bay, NY.

Mr. D. Sweet discussed the mechanics of applying for a FASNY Committee Berth.

NCNYVFA:            Mr. G. Burris

The Convention this year will be held in North Syracuse on June 3-4, 2011.  Explorer Days will be held at Hancock Field during the Convention.

WNYVFA:

No report at this time.

REPORT OF OFFICIALS AND DELEGATES:

Coordinators Officeand Firemen’s Home had no report at this time.

State Fire Police:

The Convention is now going on in Syracuse, NY.  The Banquet is to be held on April 30, 2011.

BATTALION REPORTS:

At this time there were no Battalion reports…..other than a comment regarding the 5th Battalion….”Mostly EMS”.

OLD BUSINESS:

There was no Old Business brought to the floor by the attendees.

NEW BUSINESS:

The New Business at this Quarterly Convention concerned the Election of Officers.  Please see the attachment to these minutes.  They also can be reviewed at the Association web site, www.mcvfa.com.

COMMITTEE REPORTS

 

 

EMS COMMITTEE:

 

New Guidelines for CPR are in effect and all classes from Heartsaver for the lay
rescuer to ACLS are now should be taught with the new material. Two changes of
note for professional rescuers is that it is now CAB-Compressions, Airway,
Breathing instead of ABC, and AED's can now be used on infants.
 
The FASNY EMS Committee has selected an EMS Provider of the Year who will be honored at the FASNY Convention in August. 
 
The 2011 EMS Memorial Ceremony will be held during EMS week at 11:00am on
Wednesday May 18, 2011 at the Empire State Plaza.
 
Vital Signs will be October 13-16, 2011 at the OnCenter in Syracuse, NY.
 
EMT certification attained January 2011 and since will be represented on a
temporary pink certificate and is valid for one year due to an unavailability of the
security paper usually used. As soon as the security paper is avallable all new
EMT's will be re-issued cards on the security paper.

FIRE ADVISORY BOARD
 
 
 
FIRE ADVISORY BOARD MEETING OF 03/21/11
• Steve Bowman reported that there will be a communications summit meeting to be held 011
Saturday, April 30th at Brighton Station #1.
• Steve Schalabba reporting for Sam DeRosa stated that three part time fire investigators are being
hired.
• Steve Schalabba reported that there have been 18 hazmat calls this year. Steve also reported a
number of Haz-Mat drills are being planned for the near future.
• Emergency Communications reported that the new CAD project remains on schedule and that
any changes need to be brought to their attention ASAP since there will be a cutoff point in the
fall to integrate the old and new system together.
• Fire Investigation report-83 calls to investigate III 2011. Earlier this month there was a
warehouse fire in Henrietta that caused a loss in the range of 1.5 minion dollars. Juvenile
investigations number 39 so far this year. Male age range of 8 to 12 years of age predominates at
this time ..
• Strategic Planning is on-going; no further report at this time.
• Rochester Fire Department Executive Chief Sal Mitrano reported they appreciate the mutual aid
from the county companies.
• Fire Marshall's report that there will be all education sem inar to be held on May 18thand 19th.
• The Finger Lakes Burn Association walk/run annual event will be held on June 12th.
• Chairman Sutherland is looking for in-put to put together a vision for the FIRE ADVISORY
BOARD in the next 2 months.
• The next meeting is 05/16/11 at 7PM.

FIRE PREVENTION ESSAY COMMITTEE
 
2010 FIRE PREVENTION ESSAY CONTEST
 
The 2010 Fire Prevention Essay Contest is all but over. On Tuesday May 3,
2011 we will be presenting the winners for the Western part of the program. We
had six winners again this year in Greece, Penfield, Fairport, Honeoye Falls and
Henrietta. I have attached a copy of the schedule to this report. We had one
winner from FASNY this year in Greece which will be presented when the plaque
arrives. We had a number of winners from the FASNY Poster Contest this year
also. I have a complete list of all winners attached to this report. I have one school
in Rush that I never received the list of students so I could make up the certificates.
We had over 900 total entrants for the year. I want to thank the regular people that
helped (Louie Leone, Dick Diehl, Forrest Skelton) along with new people (Elayn
Schoff from Webster and Joe Manuse from Gates). I also want to thank Bill
Nichols for the great job of having the proper check for the right person ready at
each school. I want to also thank Gordy Burris, Carl Veltri, Larry Ritz, Dave
Sweet, President Hicks and others for the support during the program. I also want
to thank Dave at CDL Printing in Spencerport for the help he gave me in getting
the material printed but also in designing the certificate we have used for two years
now. I look forward to finishing up this year's program and working on next
year's program.

The committee recommends that the Association support the following for election to offices in the Firemen's Association of the State of New York;
 
1. From Western, for the office of Trustee to the Firemen's Home, David F. Schmidt of
Sanborn, NY. This is for the position currently held by David Schultz whose term is up
in August.
2. From Onondaga County for election to a 2nd term on the Board of Directors, Kenneth
Pienkowski.
3. From Central NY for the office of Trustee to the Firemen's Home, Fred J. Griffiths. The
