January 26, 2012

The afore scheduled Quarterly Convention of the Monroe County Volunteer Firemen’s Association Inc. was called to order by the Association President, Mr. Lynd Hicks at 7:00 PM.  The location of the convention was Rooms 117 A&B, 1190 Scottsville Road, Rochester, New York 14624.

The assembly was led in the Pledge of Allegiance to the American Flag by the Association President and the Opening Prayer was offered by the Association Chaplain, Mr. Royer Pfersick.

With the taking of the roll call it was determined that a quorum existed to conduct all business brought to the floor by the attending Directors, Committee Chairpersons, Delegates and Representatives.

The Program Speakers were representatives of the American Red Cross, who gave a brief outline of the services that are provided by the American Red Cross.

The “Red Cross” had it’s beginnings in this very local.  Dansville, NY is home of the First Chapter and Rochester, NY was the second chapter formed.

The “Red Cross” provides all manner of disaster based services including emergency housing, clothing and medical assistance, mental health services, which are offered in times of local/regional or national calamities.  On a local basis, they assist people with “no heat” emergencies and loss of personal items due to fires or other displacements.

There is an outline of their program attached to these minutes.

Also addressing the Convention was Mr. Brian Koster of the Monroe County Fire Chief’s Association.  He spoke on the Awards Banquet and its attendant costs.  Discussed was the sponsor fee per organization of $125.00, and the break-even cost of $25.00 per dinner served.  Mr. Koster also gave a brief description of the awards given out at this event.  Qualifications for these awards are to be posted on the Association web site (www.mcvfa.com) in the very near future.

Per Mr. K. Fuller, the Association dues are payable to the WNYVFA.  There was a motion made by Mr. G. Klingenberger to pay the current dues.  This motion was passed by voice vote by the attendees.  There was no dissent or discussion noted at this time.


Due to prior commitments, Mr. G. Klingenberger was given the floor to discuss the possibility of the Association attending a Baseball Game at Silver Stadium as a group activity this coming baseball season.  By consulting various schedules, it was determined that the date to be used is the evening of August 3, 2012 and the basic cost will be $ 6.00 per ticket.  There will be more information forthcoming at later Association meetings and information will go out to member organizations when the arrangements are finalized.  The motion to attend and support was made by Mr. R. Diehl and the second was by Mr. R. Chichester.  The vote was unanimous with no dissent noted.

With these items settled, the Association returned to the Convention agenda.

BILLS AND COMMUNICATIONS:            Assn. Secretary

There were several receipts passed to the Treasurer for his workflow and eventual payment upon approval of the Directors.  There were several pieces of communications that were read to the attendees and passed to the appropriate members for their individual actions on behalf of the Association.

Treasurer’s Report:            Mr. W. Nichols

Mr. W. Nichols stated that the complete report had been emailed to the Directors previously and there was no questions posed at this time.  There was a motion by Mr. G. Klingenberger to pay the financial obligations of the Association.  There was a second by Mr. R. Diehl regarding this motion and the vote was unanimous in the affirmative by voice vote to pay the bills.

COMMITTEE REPORTS:

The following Committees had no report at this time for a variety of reasons: Audit, Fire Prevention Education, Public Relations, Transportation-50/50 and Special Committees 1&2.

Banquet:            Mr. L. LeonE

The Banquet this year will be held at the Green Lantern Party House located in Fairport, NY on May 5, 2012.  The price will be $30.00 per ticket and the Honoree will be Mr. Glen Sickles of the Scottsville Fire Department.  The Attitude Adjustment Hour will be from 1800 to 1900 and Dinner will commence immediately.

Constitution and Bylaws:            Mr. L. Hicks

Mr. L. Hicks reports that in conversations with the Association Attorney, Joel Krane, Esq., it was discussed that any large change is a “Red Flag” in some circles.  It was advised to make little changes to avoid the scrutiny of state officials not familiar with such matters.  There will be some changes discussed and when formalized, there will be a report made to the Directors and finally to the members. This will be done in the near future.

Changes being considered are the number of Directors, their distribution and the possible change of the nominating date deadline for Association officers.

Emergency Medical Service:            Ms. D. Pfersick RNC

The report is in the file and attached to these minutes and several points of the report were discussed by several members for future reference.

Explorers:            Mr. R. Pfersick

There are several new programs in the works.  The “Youth in the Fire Service” will be offered on August 16, 2012 at the FASNY Convention to be held in Syracuse, NY.

The possibility of a bus trip to the Convention was discussed and it was agreed upon that a count must be in by May 12, 2012 to secure the proper sized coach to transport those who wish to go by bus to the Convention.  Space also must be set aside for the adult leaders accompanying the Explorers to the Convention.  The next Explorer Meeting is scheduled for March 12, 2012.

There will be no Explorer Awards given this year as no one was put in for one.

Fire Prevention Essay Contest:            Mr. A. Way

Hospitality Room:            Mr. D. Sweet

At the Syracuse Convention of FASNY…Monroe County will be assisting the WNYVFA in their efforts to run a hospitality room.

Historical:            Mr. A. Sweet

Mumford Fire Department is having an anniversary this year.  Mr. A. Sweet will provide the date to the Association Secretary in the near future.

Legislative:            Mr. D. Sweet

Membership:            Mr. W. Nichols

508 members are paid, 20 organizations are now paid up and current.  The FASNY deadline is April 1, 2012.

Nominating:            Mr. G. Burris

Five (5) letters of nomination are in.  There is still a need for candidates for the following:

Sgt.-At-Arms

One (1) Director for the 1st Battalion

One (1) Director for the 2nd Battalion

Three (3) Directors for the 3rd Battalion

Two (2) Directors for the 4th Battalion

One (1) Director for the 5th Battalion

Steering Committee:            Mr. D. Sweet

The Steering Committee has put up the name of Mr. Alan Way as the nominee for Trustee of the Firemen’s Home.  There was a motion made by Mr. D. Sweet to secure the Convention’s approval of this action.  There was a second by Mr. E. Renner.  The motion was approved by voice vote there was neither discussion nor dissent noted. The motion carried.

Special Events:            by Mr. L. Hicks

He’s waiting for a reply from State Senator Mr. Joseph Robach on the Health Fair he sponsors at the Greece Town Mall in the summer.

Topics:

There will be no topics at the next Quarterly Convention due to the Association Elections to be conducted at this meeting.

Yearbook:            Mr. L. Hicks

The subject is pending.

There was a motion called for to approve the Committee reports by the Association President.  It was forthcoming by unanimous voice votes.  There were no additions or questions discussed.

REPORTS OF REPRESENTATIVES AND DELEGATES:

The following Representatives and Delegates had no report at this time for a variety of reasons: Drills and Officials, Finger Lakes Burn Association, Fire Districts, Fire Marshals and Safety Officers.

Fire Advisory Board:            Mr. L. Ritz

Mr. Ritz’s report is attached to these minutes.

County Fire Chiefs:            Mr. A. Sweet

There are meetings underway discussing “Recruitment and Retention” in the Fire Service.  It seems to be a hot topic and there will be more information as it becomes available in the future.

County Fire Police:            Mr. C. Spohr

Their next meeting will be in Scottsville, NY on March 11, 2012.

The Banquet will be at the Hilton Exempts Club on March 23, 2012.

The Fire Police Training Seminar will be held at the Brockport High School on May 12, 2012.  Mr. Spohr reports that there is a great line up of topics on tap.  Subjects to be covered include “Suicide by Chemical Means”, “Propane Safety” and “Railroad Safety Procedures”.

FASNY:            Mr. D. Sweet

The Governor vetoed the Brady Bill (Concerning a Fire Fighter who was killed by a fall off the back of a fire truck).  Reason still unclear as to the veto.

Retention material is being offered by FASNY.

The number of Fire Fighters is “Way Down” in the state of New York.

The deadline for the Jerry Buckenmyer Scholarship Fund is April 1, 2012.

FASNY Fire Fighter of the Year applications are due.

NCNYVFA:            Mr. G. Burris

WNYVFA:            Mr. K. Fuller

Nominees for Fire Fighter of the Year must be in by February 25, 2012.  Their next meeting is scheduled for April 15, 2012 at the VFW Hall in Mt. Morris, NY.  Legislative Meeting is at 12:00 Noon and the Regular Business Meeting will begin at 2:00 PM.

REPORT OF OFFICIALS AND DELEGATES:

The following Officials and Delegates had no report at this time for a variety of reasons: Chaplains Association and Coordinators Office.

Firemen’s Home:            Mr. D. Sweet

62 residents is the current census.  Of this, 53 are retired firefighters and the balance is made up of spouses, auxiliaries and others.

State Fire Police:

Their next meetings are scheduled for Deerfield, NY on March 8-9, 2012 and the Seminar is scheduled for March 17, 2012 at Montour Falls Training Academy.  The Convention is to be held at Lake Placid, NY on May 3-5, 2012.

BATTALION REPORTS:

There were no Battalion Reports save the information from Mr. A. Way that the ambulance is breaking off from the fire department in Brockport, NY.

OLD BUSINESS:

There was a letter received from the North Greece Fire District requesting a 50 Year Certificate be awarded to Mr. Kenneth Preston.  This shall be done and Mr. C. Bommele will be attending the North Greece Banquet to present this certificate on behalf of the Association.

NEW BUSINESS:

The 1st and 2nd Vice Presidents are now granted Honorary Membership in the Monroe County Ladies Auxiliary.

August 8, 2011 is the deadline for all awards.


REPORTS OF THE OFFICERS:

There were no reports from the Officers other than what was covered at the Quarterly Convention.

GOOD AND WELFARE:

Ms. Sally Bour, the wife of the Barnard Chief, passed away.

With no additional business brought to the floor by the attendees…There was a motion called for to adjourn the Quarterly Convention by several members in unison.  This motion was accepted by unanimous consent.

The Closing Benediction was offered by the Association Chaplain, Mr. Royer Pfersick.
