September 27, 2006

The regularly scheduled meeting of the Monroe County Volunteer Firemen’s Association Board of Directors, Committee Chairpersons, Delegates Representatives and Organizations covered within the Association was called to order by the Association President, Mr. Lawrence A. Ritz at 7:30 PM at the Combined Training Center located at 1190 Scottsville Road, Rochester, NY.

The assembly was led in the Pledge of Allegiance to the American Flag by the Sgt.-At-Arms, Mr. Larry Zarnstorff and the Opening Prayer was offered by the Association Acting Chaplain, Mr. Donald H. Fox.

With the taking of the roll it was determined that a quorum existed to conduct all business brought to the floor by the attendees.

The minutes of the previous meeting was reviewed by the attendees and a correction was brought to the floor by Mr. D. Fox (The name of Mr. Jose DaRocha, retiring member of the FASNY Home Board of Trustees and the clambake to be held in his honor at the Huntington Hilton on September 8, 2006 were left off the list of other testimonials on the schedule for the month of September 2006). The Secretary regrets this unintentional omission. With the above correction, the minutes were approved on a motion called for by the Chairperson, Mr. Lawrence A. Ritz. 1st by Mr. A. Way. 2nd by Mr. R. O’ Hare.

BILLS AND COMMUNICATIONS:
There were two (2) returned Quarterly Convention Letters in need of address corrections. These were updated on the master list and reissued to the attending representatives. There was also a thank you card from Mr. Edward Carpenter, outgoing FASNY President.

There were no bills presented to the Secretary for payment at this meeting.

Treasurer’s Report: Mr. L. Hicks
for Mr. J. Princehorn
Mr. L. Hicks reported to the attendees the list of all checks written in the last month against the Association funds.
There was no discussion of the Treasurer’s Report at this time. There was a motion called for by the Chair for the acceptance of the Treasurer’s Report. 1st by Mr. A. Way. 2nd by Mr. R. Diehl.

COMMITTEE REPORTS:
The following Committees had no report at this time for a variety of reasons; Audit, Constitution and Bylaws, Emergency Medical Service, Explorers, Fire Prevention Education, Public Relations, Siren, Topics and Special Committees 1&2.

Banquet: Mr. W. Nichols
The Combined Association Banquet will be held in May of 2007 and is scheduled to be held at Logan’s Party House on Scottsville Road. Price, menu and other details are to be forthcoming at future meetings.

Budget and Finance: Mr. L. Hicks, Ms. D. Pfersick, R.N.
The 2007 Budget was presented to the attendees by way of a PowerPoint Display. During and following the presentation, there were questions from the attendees on such matters as dues amounts, projected income and splitting dues payments.
At the conclusion of the presentation there was a motion called for by the Chair regarding the budget as presented. Mr. D. Fox reported that the Essay Contest will cost $2,600.00 in actual dollars.

There were several comments at this point pertaining to dues being increased, candidate funds and funds that were under several headings. The above questions were settled to all attendee’s satisfaction and again there was a motion made regarding the proposed budget. The motion was made to accept the budget. 1st by Mr. A. Way. 2nd by Mr. R. Maid. The motion was passed by acclimation with no dissent.

In answer to several comments on the conflict between the Western Association and the Monroe County fund raising efforts……Mr. W. Nichols stated it is an uphill battle and a difficult situation that defies a satisfactory solution that will please all parties.

Drills and Officials:
There will be a tournament at Main-Transit on the last weekend in September 2006.

Fire Prevention Safety Trailer:
There is a meeting scheduled for October 3, 2006 with the Scottsville Fire Officers. Needed is all paperwork pertaining to the trailer, (title, etc.). This information will be forthcoming from various sources.

Fire Prevention Essay Contest: Mr. D. Fox
“The contest is off and running.”

Hospitality Room:
This year’s efforts are being readied for a great Legislative Conference in Albany, NY.

Legislative: Mr. W. Nichols
Mr. W. Nichols reported on the upcoming Legislative Conference to be held in Albany, NY, October 28-29, 2006. Location is the Holiday Inn Turf Hotel. For further information of the event, contact FASNY at 1-800-2FASNY2. Also, 4 Associations are to meet to review “common ground”.

Nominating: Mr. P. Tracy
There will be some changes to the original slate of candidates. These will be discussed at the Quarterly Convention to be held October 26, 2006 in Webster, NY.

Resolution: Mr. D. Fox
The list of deceased members will be ready for reading at the next Quarterly Convention to be held in Webster, NY, October 26, 2006.

Steering Committee: Mr. D. Fox
Their next meeting will be October 17, 2006.

Special Events:
The Firefighter Awards Dinner will be held at Logan’s Party House on October 12, 2006. Dinner is at 7:00 PM. The Association has purchased a table and will attend.

Transportation: Mr. D. Sweet
Mr. D. Sweet reports that the rates for the Hampton Motel are $90.00 per night and the Marriott is $101.00 per night.

REPORTS OF REPRESENTATIVES AND DELEGATES:
Finger Lakes Burn Association:
No report at this time.

Fire Advisory Board:
EMS has openings for representatives.
Mr. De Rosa is to replace the retired Mr. Crouch as Assistant Fire Coordinator.
Hazmat has been extremely busy.
The Juvenile program has been very busy.
Senior Citizen fire alarms have been given out.
In August 2006, the City Fire Department went on Narrow Band.
Tours of the 911 Center are again being given.
Weather Radios are to be given out.
The Mutual Aid Plan is to be updated.
Investigator Fantigrossi is going to retire.

County Fire Chiefs:
Their last meeting was September 13, 2006
Their next meeting is scheduled for October 11, 2006 at West Brighton.
The Equipment Seminar, although a success, was down in attendance from last year.

Fire Districts:
Their next meeting is scheduled for September 28, 2006 at Gates #1 at 7:30 PM. This will be the Executive Board.

Safety Officers:
Their next meeting is scheduled for October 7, 2006 at the Combined Training Center. This will be the 12th Annual Fire Safety Seminar. This will be an all-day event with lunch provided. Registration is $20.00, payable at the door.

Fire Marshals:
No report at this time.

County Fire Police: Mr. K. Fuller
They had a meeting September 7, 2006 and a speaker who gave a presentation on insurance matters. The grant for personal protective gear is still active. The next meeting is scheduled for October 5, 2006 at the Combined Training Center.

FASNY:
No report at this time.

NCNYVFA: Mr. G. Burris
The report is attached to these minutes.

WNYVFA: Mr. K. Fuller
The 2nd Vice President is Mr. Lou Grenier. Their next meeting is scheduled for October 12, 2006 at Churchville Fire Department. This will be a workshop meeting.

REPORT OF DELEGATES AND OFFICIALS:
Chaplains Association: Mr. D. Fox
No report at this time.

Coordinators Office:
No report at this time.

FASNY: Mr. D. Sweet
The FASNY Board met in Syracuse, NY for an organizational meeting. They will meet again in Albany at the Legislative Conference, October 27-29, 2006. Mr. D. Sweet relayed the news that Mr. Joseph Oliveri passed away.

Firemen’s Home: Mr. D. Fox
The Monroe County residents are doing well. The landscaping is on schedule. Some furniture is in place. The museum is doing well also but is in need of a new curator.

State Fire Police:
No report at this time.

BATTALION REPORTS:
1st Battalion:
Mr. R. O’Hare reports that West Webster has a new 95 ft. ladder truck.
West Webster has been very busy with EMS calls.

2nd Battalion:
Barnard is publishing a newsletter. They also had a couple of fatals and several other accidents.
Dutch Williams (N. Greece) passed away.

3rd Battalion:
Pittsford had an electrical fire due to a lightning strike.

4th Battalion:
There was a school bus-car collision. The operator of the school bus was Mr. K. Fuller’s wife. The operator of the car died as a result of the incident.

5th Battalion:
They had a Coffee House fire. It was the 4th or 5th fire at the establishment.
Also the usual EMS calls and a mail box fire.

OLD BUSINESS:
There was a proposal to furnish a resident’s room at the Firemen’s Home. There was a motion called for by the Chair to accomplish this. 1st by Mr. D. Fox. 2nd by Mr. L. Hicks. This motion was carried by voice acclimation.
It shall be as follows: $500.00 per year until the sum of $2,500.00 is reached.
A letter of intent shall be sent to Mr. John Porreca, the Firemen’s Home Comptroller at 125 Harry Howard Avenue, Hudson, NY 12534.

NEW BUSINESS:
There was no New Business reported at this time from the attendees.

GOOD AND WELFARE:
Greece Ridge will be having a Memorial Service on October 8, 2006 at their Long Pond Rd. Station.

With no additional business being brought to the floor by the attendees there was a motion called for to adjourn the Association Meeting. 1st by Mr. L. Hicks. 2nd by Mr. J. Carberry. The motion was accepted by voice acclimation.

The Closing Benediction was offered by the Association Acting Chaplain, Mr. Donald H. Fox.
