October 18, 2007

        The regularly scheduled Quarterly Convention of the Monroe County Volunteer Firemen’s Association Inc. was called to order by the Association President, Mr. Lawrence A. Ritz at 7:30 PM at the West Brighton Fire Facility located at 2695 West Henrietta Road, Rochester, NY 14623.  This was following a wonderful dinner prepared by the West Brighton Fire Department staff consisting of full menu sandwiches with all the trimmings.

        The assembly was led in the Pledge of Allegiance to the American Flag by the Sgt.-At-Arms, Mr. Larry Zarnstorff.

        The Opening Prayer for Guidance was offered by the Association Acting Chaplain, Mr. Donald Fox.

        With the taking of the roll call it was determined that a quorum existed to conduct all business and matters brought to the floor by the attendees.

        The Quarterly Convention was welcomed to the West Brighton Fire Department by the Department Chief and the attending guests were introduced by Mr. Michael Smith, the Association 2nd Vice President.

        The minutes of the previous Quarterly Convention and subsequent minutes were approved with no additions or corrections on a motion called for by the Chair.  1st by Mr. R. Diehl.  2nd by Mr. A. Way.  This action was by voice acclimation with no dissent.

BILLS AND COMMUNICATIONS:

There were none received by the Secretary prior to this meeting for presentation.

Bills Presented by the Treasurer:    Mr. J. Princehorn
Mr. J. Princehorn read and discussed several bills presented to him for payment.  On a motion called for by the Chair, these requests for payment were to be paid.  1st by Mr. A. Way.  2nd by Mr. K. Fuller.  This motion passed by voice acclimation with no dissent.
 
Treasurer’s Report:                            Mr. J. Princehorn
Mr. J. Princehorn rose to discuss the entire Treasurer’s Report.  The various sections were read and with no discussion or dissent.  There was a motion called for by the chair for action on the Treasurer’s Report.  The Treasurer’s report was approved on a motion.  1st by Mr. J. Carberry.  2nd by Mr. R. O’Hare.  This motion was approved via voice acclimation.

Audit Committee:                                Mr. L. Hicks
Mr. L. Hicks supplied a detailed package of agendas and additional information that will be included in the Permanent Records of the Association.  Date of file will be October 18, 2007/Audit Committee.

Banquet:                                                  Mr. W. Nichols
Mr. W. Nichols reports that last May’s Joint Banquet came in at $176.86 under budget.  It was discussed that generally it was a wonderful success.

Budget and Finance:    Mr. L. Hicks
Mr. L. Hicks asked for approval of his submitted agendas.  On a motion called for by the Chair the agendas were approved with several amendments.  1st by Mr. G. Loskowski.  2nd by Mr. R. Diehl.

Constitution and Bylaws:
No Report at this time.

Drills and Officials:
The awards are to be given out at the Legislative Weekend scheduled for October 27-28, 2007 in Albany NY.

Emergency Medical Service:
No report at this time.

Explorers:    Mr. W. Montagno
The Boy Scouts of America (local organization) will be conducting an “Adult Protection” Course at their headquarters located at 474 East Avenue, Rochester, NY on October 29, 2007.  Times are from 7:00-8:30 PM.
The Gates Fire Explorers Post 272 will be putting on a “Country Breakfast” on November 11, 2007 at House #2.  The times are from 8:00-11:00 AM and the cost is $4.50 for adults and $ 3.00 for children.  For additional information, please contact Mr. William Montagno at 293-1530.

Fire Prevention Education:    Mr. L. Ritz
There will be a display manned by the Association at the Rochester Science Museum on Nov. 3, 2007.  The times are from 9:00 AM till 3:00 PM.  Mr. G. Carberry is seeking some assistance at this event.  Please contact him for further information @ 889-3958.

Fire Prevention Safety Trailer:

Fire Prevention Essay Contest:    Messer’s Fox and Nichols
The 39th effort is fully underway.  A complete report is attached to these minutes and can be accessed at the Association web site, www.mcvfa.com.

Hospitality Room:    Mr. A. Way
Mr. A. Way rose to discuss the very busy schedule that he has been involved in with both the hospitality room and the bus trip to the Firemen’s Home.  He discussed the details, costs and labor involved.  He also gave thanks to members of the Rochester Protectives for all the help they gave him and Mary Way in “schlepping” all the supplies aboard the bus for the trip to the Firemen’s Home.  Mr. A. Way supplied a complete set of receipts, bills and additional documentation that will become part of the Official Records of the Association.

Legislative:            Mr. W. Nichols
Mr. W. Nichols reminded the attendees of the dates of the fall Legislative Conference (October 27-28, 2007) that will be held in Albany NY.

Membership:            Mr. W. Nichols
The dues notices went out last week.

Nominating:              Mr. P. Tracy
Mr. Tracy supplied the Letter of Nominating Report for these minutes.
Mr. Tracy also supplied a notice of openings ad need for various positions within the Association.  Both of these notices are attached to these minutes and can be accessed at the Association web site, www.mcvfa.com.

Public Relations:
No report at this time.

Resolution:                Messer’s D. Fox and L. Zarnstorff
The names of recently deceased members was read into the record by Mr. L. Zarnstorff, the Sgt.-At-Arms and the bell was rung by Mr. M. Smith, the Association 2nd Vice President signifying “Their Final Alarm”.

Siren:

Steering Committee:    Mr. D. Fox
It is regretfully reported to the assembly that Mr. William Nichols has withdrawn his name as a candidate for election to the office of 2nd Vice President, FASNY.  This is due to both personal health issues and the health of his wife, Virginia.  This is indeed a loss to the Fire Service as Mr. Nichols has been a tireless advocate for both the Fire Service and its individual members throughout his many years of faithful service to both this Association and the Firemen’s Association State of New York.
There was a proposal brought before the assembly that would have the “Convention Committee” become its own entity and separate in fact and law from this Association.  They would in fact be their own corporation.  There would be mutual benefits from such an arrangement, one of which would be “Relief of Liabilities”.  The Association Attorney, Mr. Joel Krane would be handling the legal procedure to facilitate this action.  There was a motion called for by the Chair to start the procedure.  1st by Mr. L. Hicks.  2nd by Mr. A. Way.  The motion was carried by voice acclimation, with no dissent or discussion.

Special Events:    Mr. W. Nichols
After careful consideration and review, the fund raising efforts will be assigned to the “Marketing Squad” organization.  There was a motion called for by the Chair to formalize this decision.  1st by Mr. K. Fuller.  2nd by Messer’s Mr. W. Nichols and Mr. G. Hendrickson.  The motion was accepted by voice acclimation.  There was no discussion.

Topics:
The topic for this Quarterly Convention was the 2008 Budget.  The Budget was presented to the assembly by way of a PowerPoint display.  The Treasurer went over the complete document and explained each and every item.  All potential questions were covered and the proposed budget was placed on the floor for action by the assembly.  There was a motion called for to approve the 2008 budget.  1st by Mr. L. Hicks.  2nd by Mr. A. Way.  The motion was carried by acclimation.  There was no dissent.

Transportation:
The complete report is attached to these minutes.
The 50/50 Drawings were won by Mr. M. Smith, Mr. J. Bommele and Mr. K. Fuller.

Yearbook:
There was no report at this time.

Special Committees:
#1    There was a new award proposed by Mr. L. Leone.  This would be to the selected Fire Explorer.  The proposed name of this award would be the “George Clohessy Achievement Award”.
#2    There was no report at this time.

There was a motion called for to approve all committee reports.  1st by Mr. R. Diehl.  2nd by Mr. D. Schultz.  The motion was approved by voice acclimation with no additions or corrections.

REPORTS OF REPRESENTATIVES AND DELEGATES:

Finger Lakes Burn Association:
The current minutes are attached to these minutes.

Fire Advisory Board:    Mr. L. Ritz
#1.  There is a new roof to be installed at the Combined Training center.
#2.  There is going to be a fire truck purchased to be used exclusively by the Combined Training Center.  This will negate the use of an active line apparatus for training classes.
#3. October 27, 2007 is the date for the CFR Civil Service Test.
#4. The Firefighter Boot Camp date has not been set yet.

County Fire Chiefs:
No report at this time.

Fire Districts and Fire Marshals had no report at this time.

County Fire Police:    Mr. K. Fuller
The October13, 2007 Fire Police Course added 28 new fire police officers to the current rolls.  30 persons took the course that was offered.
The 1st check of the applied for grant has arrived.
November 1, 2007 will see the next meeting.  It will be held at West Brighton.

FASNY:
No report at this time.

NCNYVFA:    Mr. G. Burris
The 2008 Convention will be held in Penn Yan, NY June 7-8, 2008.

WNYVFA:    Mr. K. Fuller
Their next meeting will be in Albion, NY at the Elks Club.

REPORTS OF OFFICIALS AND DELEGATES:

Chaplains:
No report at this time.

Coordinators Office:
No report at this time.

FASNY:    Mr. D. Sweet
Room #305 is the Monroe County Room at the Legislative Weekend in Albany, NY.  There are no rooms left at the Turf Inn.

Firemen’s Home:    Mr. D. Schultz
Mr. D. Schultz gave a comprehensive report on the Dedication Ceremonies.  There were 6,500 people fed at the Dedication weekend.  (That’s a lot of food!)

State Fire Police:    Mr. A. Way
The Convention will be held in Weston Mills.

BATTALION REPORTS:

1st Battalion:
The Webster Fire Department is out of House 1 due to construction.

2nd Battalion:
Lakeshore had 2 house fires and one fatal auto incident.
Barnard had Open House October 7, 2007 and a Memorial Service.  Child ID’s were done at this event.
Brockport has a new metal memorial statue to replace the wood one which is now indoors.

Battalions 3, 4 and 5 had no report at this time.

OLD BUSINESS:
There was no old business brought to the floor at this time.

NEW BUSINESS:
There was a motion called for to reserve a page in the minutes in memory of Mr. George Clohessy, late Director-4th Battalion.  1st by Mr. R. Diehl.  2nd by Mr. R. Chichester.
The motion was approved by voice acclimation. There was no discussion or dissent.

REPORT OF OFFICERS OF THE ASSOCIATION:

The President:    Mr. Lawrence A. Ritz.
There is a need for 2008 meeting locations.
There were two openings on the Steering Committee that were filled by Mr. Lynn Mack from the 5th Battalion and Mr. F. Douglass Marquardt from the 1st Battalion.

1st Vice President:    Ms. D. Pfersick, R. N.
Ms. D. Pfersick was not in attendance at this Quarterly Convention. (Excused absence due to prior EMS Committee attendance requirements).

2nd Vice President:    Mr. Michael Smith
No report at this time.

With no additional business or concerns brought to the floor, there was a motion made to adjourn the Quarterly Convention.  1st by Mr. G. Carberry.  2nd by Mr. O’Hare.  The motion carried with no discussion.

The Closing benediction was offered by the Association Acting Chaplain, Mr. Donald Fox.
