·      Thank you to all county/city/volunteer/career agencies for all their support and all they have done for this community during the past few months.

·      March meeting will be the Election meeting. L.J. will be stepping down, Chris Fish is interested in taking the position of Chairman leaving the Vice Chairman seat open. Please contact John Lemcke or Tom Santillo if you are interested in either seat.        

G.            EMS ADVISORY BOARD REPORT – D. BATTY

·      Currently rebuilding with a more formal structure.

·      Looking to reaffirm membership for this year.

·      Looking into a 295 crowding issue.

H.            PUBLIC SAFETY DIRECTOR – S. BOWMAN (for R. Verdouw)

·      Trunk radio system is on schedule and currently being tested on the air. Scheduled to be formally turned over to County on April 5th.

·      Pagers are still available, please contact radio center. Next order will be 1000.

·      Had some blips in the paging system. Upgrade was done and this problem has been fixed.

I.            FIRE & EMS COMMUNICATIONS COMMITTEE – J. LEMCKE

·      Tim Warth continues as Chairman, Steve Leuchtner as Vice Chairman. Several new representatives from Battalion 3, 4, & 5.

J.            FIRE COORDINATORS REPORT – S. DeROSA

·      The job posting and application for the Fire Training Coordinator Position has been distributed to all fire agencies in the city and county. This posting can also be seen on the County website.

·      Executive Fire Chiefs meeting is on schedule for Wednesday January 30, 2013 at the PSTF in room 117-A starting at 7 PM.

·      I am happy to report that Monroe has a new State Fire Instructor. Greg Borden became the successful candidate as of January 1, 2013. Greg brings a variety of skill sets and teaching certifications and we welcome him to the County as our newest SFI.

·      We have 8 new fire chiefs in the County effective January 1st. I would like to thank all of the outgoing fire chiefs for their service and dedication and welcome the new leadership.

·      At this time Fire Coordinator called up Dave Coon to the podium. Dave Coon was recognized with an award for his years of service to the Fire Bureau, Battalion 5 and to the citizens of Monroe County. Dave has been deputy fire coordinator with the Fire Bureau since January 1989. In addition, Dave was one of the founding members of the County HazMat Team where he’s served well in a number of capacities and titles. Dave has also been active in Battalion 5’s water rescue unit for a number of years. He has decided to “Retire” from his position as a deputy fire coordinator after 23+ years of very dedicated service. He never missed a beat – fires, HazMats, meetings, county chiefs offices held, safety officers, Fire Bureau projects, you name it, Dave was there. Dave has seen both the bright and dark sides of our fire service and could always be counted on for anything. Personally, Dave was someone I could go to for anything. Please join me in recognizing Dave Coon and thank him for a job well done. People like Dave are few and far between.

            Dave thanked Sam and everyone in the room. He stated that he will be pursuing personal interests he has never gotten to. He thanked his sister Patty for all her support.

·      Publicly thanked every fire department for 3 mutual aid events that we’ve addressed as a County since November 2012 including:

                                    Hurricane Sandy Deployment

                                    Webster & West Webster request for a large area search

                                    West Webster incident on Christmas Eve

·      From a mutual aid perspective, a special thank you for all of the fire police, fill-ins, mutual assistance, food, vehicles and everything else that the Monroe County fire agencies provided. This incident is hopefully the most horrific event we will ever deal with as a County. Our fire service clearly portrays the meaning of “Brotherhood” through their actions from the morning of Christmas Eve through all of the events still going on in support of the West Webster Fire Department.

 

Coordinator Sam DeRosa made a motion to set aside 1 page each for FF Mike Chiaperini and FF Tomasz Kaczowka in the Fire Advisory Board minutes, motion was seconded by Tom Santillo.

HAZMAT – S. SCHALABBA

            Responses:

·      The Monroe County HazMat Team provided assistance on the following incidents in 2012: 69 Level 0’s, one Level 1, and 2 suspicious powder or package calls. To date, there has been one Level 0 response related to a Freon problem inside a commercial structure in the North Greece Fire District.

            Training/Equipment:

·      The Fire Bureau took delivery of the Special Ops 9 vehicle early this year and will be working to get the vehicle into service over the next several weeks.

·      Members of the HazMat Team and Fire Bureau will be participating in several upcoming training programs including the Annual NYS HazMat conference in Montour Falls, the 1st Annual Technical Rescue Conference, and the FDNY Symposium which will focus on storm response operations during Hurricane Sandy.

·      The Fire Bureau will also be evaluating the FY2012 Technical Rescue & Urban Search & Rescue Grant Program that was recently advertised. Applications are due March 6, 2013.

                         

K.            EMS COORDINATORS REPORT – D. BATTY

·      Walt Holahan retired from EMS Coordinator on December 31, 2012. Replacing him is Randy Campbell car # 910.

·      Governor changes budget proposal to local and State EMS.

·      EMS Study concludes next month.

·      EMS will be involved in a state mandated hospital drill this year.

M.            EMERGENCY COMMUNICATIONS DEPARTMENT – J. MERKLINGER

N.            OFFICE OF EMERGENCY MANAGEMENT – F. RION

·      Introduced Aaron Baker as newly appointed Deputy Emergency Preparedness Administrator. Aaron gave the following report:

·      Undergoing a renovation of OEM scheduled to start in March.

·      Finishing action report of Hurricane Sandy.

·      Held AARP Conference for Ginna.

·      Preparing for upcoming State Evaluated Ginna drill July 24th, and FEMA Ginna Hostile Action Based drill Sept. 17th.

·      Constructing a plaque in memory of Mike Chiapperini. “Chip” was the Ginna liaison for Webster Police Dept.

·      Working on WebEOC making a few changes.

·      2 second alarm fires in 1 night.

·      2 river rescues.

·      Driving Park Bridge (jumper) utilizing our water and repelling resources. Incident lasted 24 hours.

·      Conclusion to Grape Street Fire with sentencing of suspect.

·      Currently running a FF recruit class with anticipated May graduation.

                       

            B.            AIRPORT FIRE DEPT. – T. BANE

·      Air Show June 1 & 2 at GRIA with practice runs on May 30 &31st.

·      Group Air Show planning meeting Feb. 6th .

·      Please keep airport fire in mind if you need any training involving aircraft crashes.

 

            C.            EAST/WEST SIDE COORDINATOR

·      1 working fire at St. Paul.

·      1 working fire at Ridge Culver.

·      WWFD had 2 major events with the Christmas Eve tragedy and the large area search missing person. Thank you to all agencies involved with the mutual aid, food, support, etc. WWFD collected up to 480 patches from agencies that attended the funeral services.

·      A. Sienkiewicz also spoke about the tragedy. He thanked Coordinator DeRosa, the Airport, and all agencies involved, noting support from Police, Fire (career & volunteer), EMS, Fire Police, etc.

·      T. Link also spoke about the tragedy thanking all the county departments & RFD for mutual aid and support at the hospital.

·      3 new chiefs:

·      Annual Seminar May 15-16 at WWFD.

·      The NYS Fire Codes Development Technical Subcommittee has approved the removal of the provisions that require fixed fire suppression systems at vehicle gas stations, from the next edition of the NYS Fire Code. The committee found there was not enough data (scientific and loss data) supporting the need for these types of systems.
