I. FIRE & EMS COMMUNICATIONS COMMITTEE – J. LEMCKE
 
J. FIRE COORDINATORS REPORT – S. DeROSA
Mark Cholach hired as Fire Training Coordinator effective April 15th.
Mutual Aid deployments in NYS – until matter with North Greece Fire Department’s reimbursements is resolved, there will be no mutual aid deployments in the State by Monroe County.
NFPA 1403 requirements (2012 version of guideline) – EMS component for all live burn training including controlled burns in facilities such as the Fire Training Grounds. This will be the first project for Mark Cholach as Fire Training Coordinator. Agencies should be prepared to send someone with EMS training to all evolutions.
RIT HazMat incident – great job by team and team officers.
Executive Fire Chief’s Meeting – March 27th 1900 hrs. at PSTF.
 
 
HAZMAT – S.DeROSA
Responses:
The Monroe County HazMat Team provided assistance with three (3) Level 0’s and one (1) Level 1 response since our last meeting. The Level 1 response was related to a chlorine leak inside of Building 17 at the RIT complex in Henrietta.
Training/Equipment
Special Ops-9 is in service for HazMat responses only. HM-9 is out of service.
Members of the HazMat Team and Fire Bureau recently participated in the Annual NYS HazMat Conference in Montour Falls and the 1st Annual NYS Technical Rescue Conference. The Fire Bureau also attended the FDNY Symposium last week which focused on storm response operations during Hurricane Sandy.
The IAFC is hosting their annual Hazardous Materials Response Team Conference in June and we plan on sending 2-3 team members to that event for continuing education.
The Fire Bureau submitted an application for the FY2012 Technical Rescue & Urban Search & Rescue Grant Program on March 6, 2013. This is a highly competitive program; results aren’t expected until sometime in June. 
 
K. EMS COORDINATORS REPORT – T. CZAPRANSKI
Monroe County Mutual Aid Plan is presented in draft form for consideration. This is a considerable change of how we currently handle EMS Mutual Aid. The purpose for the changes is so that we comply with NYS Policy Statement 12-06 that came out last year.
Special Operations Paramedic Course – deadline is March 20th  5:00 PM for applications – applicant review shall take place on the 21st and notification soon thereafter.
EMS Study – please submit all questions to me by April 19th so the Fitch Group has time to answer them.
2013 EMS Scholarship Open Golf Tourn. Will be June 7, 2013 at Conesus Golf Club. Information can be found on web.monroecc.edu/emsopengolf
 
 
L. PUBLIC SAFETY COMMUNICATIONS – R. VERDOUW
Digital paging
CRS has 200+ pagers remaining in stock.
Current updates have been applied to the system – all went well.
All pagers should be current with firmware version 484.
UHF paging has been shut down and will be removed soon.
Trunk System
All cells are on the air.
A county-wide 1 sq mile grid test is being conducted for coverage assurance by Harris.
A functional test of the trunk has been completed and went well. 
On April 5th, the County plans to accept the system, barring any unforeseen issues.
Public Service trunked radios will be installed in County vehicles beginning April 8th. 
All Public Service traffic will be on the system by June 30, 2013.
After June 30th, a trunked radio test program will be circulated between departments to verify coverage in their respective districts.
911 Radio Console Replacement
All PC equipment is at 911.
Vendor has promised to start the job on March 19, 2013.
We do not expect the users to see any issues.
Vendor has estimated a four week completion of the project. 
 
M. EMERGENCY COMMUNICATIONS DEPARTMENT – M. KESTER
IPAWS (Integrated Public Alert Warning System) is active now. It is a federal program that works off of Hyper-Reach. It allows 911 to send a text message to every person who has a phone turned on in the area of any cell tower. This will be used in emergency situations only.
 
N. OFFICE OF EMERGENCY MANAGEMENT – A. BAKER
Aaron Baker and Mark Leszczynski attended the FEMA REP (Radiological Emergency Preparedness) Core Concepts and Evaluator Courses in Albany the week of February 4th.
OEM hosted a Public Officials Emergency Management Workshop on March 7th moderated by Bill Correa, Region 5 Director, NYS DHSES. Reps from Monroe County towns and villages attended to hear discussion on ICS, COOP, Web EOC, Article 2B and the roles and responsibilities municipalities have during a disaster. Very well attended and positive feedback.
Chris Crane, HSEEP Program Manager, conducted a Mid-Marine Planning Conference at the Port of Rochester regarding the Illicit Trafficking Interdiction Exercise in June. Participants included Royal Canadian Mounted Patrol, FBI, State Police, MCSO, NYS DHSES, DEC, USCG, RFD.
On Wednesday, March 20th, FEMA, through the ESF #6 Mass Care/Emergency Assistance Unit, will be here to talk about the National Mass Evacuation Tracking Systems (NMETS). NMETS is composed of manual and computer-based systems and is designed to assist States in tracking the movement of transportation-assisted evacuees, their pets/service animals, luggage and medical equipment during evacuations. A demo is scheduled for the morning of March 20, 2013 from 9-12 here in our Emergency Operations Center.
Work continues with the PGA of America in developing an IAP for the PGA Championship at Oak Hill CC the week of August 5th.

Jerry Boon of the Sky Coasters will be attending the Executive Chief’s meeting. This year at their annual Turkey Bash a portion of the proceeds will be donated to West Webster Fire Dept. Brian Koster will be in charge of this project. More to come on this.
