January 29, 2009

     The scheduled Quarterly Convention of the Monroe County Volunteer Firemen’s Association Inc. was called to order by the President, Ms. Diana Pfersick, R.N. at 7:30 PM on the above date.  The location was the Rush Fire Department located in Rush, NY.  The Convention was then adjourned for a wonderful chicken dinner consisting of chicken, stuffing, potatoes, vegetables and a superb dessert table…all prepared by the staff of the Rush Fire Department and as an added plus…served to the attendees by the ladies of the Department.  All in all a terrific effort worthy of high praise.

     The assembled attendees were then reconvened and were led in the Pledge of Allegiance to the American Flag by the President, Ms. Diana Pfersick, R.N. and the Opening Prayer for Guidance was offered by Director, Mr. Royer Pfersick.

     With the taking of the roll call, it was determined that a quorum existed to conduct any business brought to the floor by the attendees.

The Association President, Ms. Diana Pfersick, R.N. then introduced the Kitchen Staff for a well deserved round of applause.

     The attendees were officially welcomed to the Rush Fire Department by the Association President, Ms. Diana Pfersick, R.N. who is also a member of the Rush Fire Department.

     The attending guests of the Association were introduced by the Association 2nd Vice President, Mr. Lynd Hicks.

     The Topic Speaker, Ms. Beth Bennett, gave an informative presentation of Explorer Scouts and their roll within the Fire Service.

     The Minutes of the previous meeting were approved with corrections discussed on a motion called for by the Chair, Ms. Diana Pfersick, R.N.  1st by Mr. A. Way.  2nd by Mr. K. Fuller.  The motion passed by voice acclimation.


There were several and they were read, discussed and passed over to the appropriate attendees for their actions, if needed.

There was one bill presented to the Treasurer for payment.


Treasurer’s Report:    Mr. J. Princehorn

The Treasurer gave a complete review of the finances of the Association.  This included financial obligations paid and conditions of the investment portfolio of the Association as of this meeting.

The Treasurer’s Report was accepted on a motion called for by the Chair.  1st by Mr. A. Way.  2nd jointly by Mr. C. Bommele and Mr. G. Klingenberger.  The motion was carried by voice acclimation with no discussion or dissent.


The following Committees had no report at this time for a variety of reasons: Audit, Investment Advisory, Constitution and Bylaws, Fire Prevention Education, Special Events, Topics, Transportation and Yearbook.

Banquet:    Mr. W. Nichols

The 2009 Banquet will be held at the Green Lantern Party House located in Fairport, NY on May 9, 2009.  This will be a joint effort with the Ladies Auxiliary of the MCVFA (Inc.).  There will be more information on this as it becomes available.

Budget and Finance:    Mr. R. Diehl

There were discussions pertaining to income and a $13,000.00 turn over from the Convention Committee to be placed into the general funds of the MCVFA (Inc.) for use by the Association to conduct its normal business affairs.

The report of the Committee was accepted on a motion called for by the Chair.  1st by Mr. D. Schultz.  2nd by Mr. L. Leone.  The motion was approved by voice acclimation with no dissent.

Emergency Medical Service:    Ms. D. Pfersick, R.N.

The EMS Seminar is to be held at Montour Falls the 1st weekend of March 2009.  The STEP Conference will be held in mid March and the information is scheduled to be sent out in mid January of 2009.

From the EMS Advisory Board…..All CPR’s “in progress” calls will be getting a fire response due to the “fatigue factor” of such calls.

Explorers:    Mr. R. Pfersick

The date of their dinner is May 14, 2009 at the Monroe Ambulance Facility, located on Lyell Ave.  Early tickets are $10.00 and late sales will be $15.00.  This will be a buffet dinner with awards presented.

Fire Prevention Essay Contest:    Mr. W. Nichols for Mr. D. Fox

Mr. Fox, the Chairman, supplied a complete report for the permanent records of the Association, plus a cover letter which is attached to these minutes.

Also it may be noted that Mr. D. Fox has resigned as Chairman of this Committee due to personal health issues.

Mr. Fox was given a standing ovation for the work he has done on behalf of the Association.

Hospitality Room:    Mr. A. Way

Mr. A. Way states He’s “working on it.”

Also there are discussions under way regarding the continued need for a MCVFA (Inc.) Hospitality Room or a possible shared effort with the WNYVFA for future events needing hospitality rooms.  There will be more on this subject as information becomes available.

Historical:    Mr. A. Sweet

Mr. A. Sweet discussed the difference in “Year Formed” and “Year Incorporated” in regard to the MCVFA (Inc.).  The Year Formed was 1932.  The group was incorporated in 1934, making the Association 75 Years old.  Question asked was….”Will there be anything done to mark this date”?  As of yet there were no discussions initiated by those attending.

Membership:    Mr. W. Nichols

Per Mr. W. Nichols….there are 1,056 members paid.  35 organizations paid and 909 members of FASNY paid, to date.  There is a report attached to these minutes.

Nominating:    Mr. P. Tracy

Mr. P. Tracy’s report is attached to these minutes and the letters of endorsement will be archived as part of the permanent records of the Association.

Public Relations:

It is reported that the web site is in the process of updating.

Resolution:    Read into the record by Mr. A. Way for Committee Chairperson Mr. D. Fox

The names of recently deceased members of the Association were read by Mr. A. Way and the bell was rung signifying the “Final Alarm”.  The report is attached to these minutes.

Steering Committee:    Mr. D. Fox

The report of the Steering Committee is attached to these minutes.  And can be accessed at the Association web site, www.mcvfa.com

Special Committees:

#1 – The Awards Project:    Mr. L. LeonE

Mr. L. LeonE reports that the letters have been sent to the Fire Departments.  And the return deadline is February 28, 2009.

#2 – The Convention Committee:

Final report was given over to the Secretary and is part of the official records of the Association and shall be archived.  If any member wishes to review this detailed report, please contact the Secretary.

There was a motion called for by the Chair to approve the Committee Reports as form and content.  1st by Mr. R. Diehl.  2nd by Mr. A. Way.  The motion was carried with no dissent by voice acclimation.


Finger Lakes Burn Association:

No report at this time.

Fire Advisory Board:    Mr. L. Ritz

They’re looking at a county purchasing agreement.  The SPIN Program may be started and a special person is being sought to head it.  There is a new mutual aid plan worked on.

County Fire Chiefs:    Mr. A. Sweet

January 14, 2009 was the date of the banquet.  Messer’s James Hare and John Murphy were honored.  Mr. Alvin Sweet is the new President.  The next meeting is set for February 11, 2009 at the Combined Training Facility.

Drills and Officials:

No report at this time.

Fire Districts:    Mr. C. Veltri

Their banquet was held on January 11, 2009 at the R.I.T. Center.

Fire Marshals:

No report at this time.

County Fire Police:    Mr. K. Fuller

Their next meeting is set for February 5, 2009 in the STEP Room located at the Combined Training Facility. 

The Dinner Meeting is scheduled for March 5, 2009 at Pittsford #2.  Mr. Sam DeRosa will be Guest Speaker. 

May 9, 2009 is the date set for the Fire Police Seminar.  It will be a joint venture with the Brockport Fire Department. 

October 3, 2009 is the date set for the NYS Fall Fire Police Course.  It will be held this year at the Rush Fire Department.

April 30-May 3, 2009 are the dates of the Convention.  It will be in Syracuse, NY.  There are 3 local people running for state office.

Mr. K. Fuller states the NYS Grant Money has all been spent.  It was well used for the good of the members.

Safety Officers:

No report at this time.

FASNY:    Mr. D. Sweet

Awards information for Firefighters and EMS personnel is in the Volunteer Firefighter magazine.  The deadline is March 1, 2009.  Mr. D. Sweet discussed several economization measures taken by FASNY recently.  There will be no Spring Legislative Conference this year.  At the State FASNY Convention, there will be no Friday evening banquet.  It will be held on a Tuesday evening.  And the Committees have been reduced in size.

NCNYVFA:    Mr. G. Burris

The Convention this year will be in Newark, NY.  June 12-13, 2009 were the dates reported.

WNYVFA:    Mr. K. Fuller

March 29, 2009 is their next meeting.  It is the Quarterly Convention and will be held in Alden, NY.


Chaplains Association:

No report at this time.

Coordinators Office:

No report at this time.

Firemen’s Home:    Mr. D. Schultz

All is well at the home.  Mr. D. Schultz states….”The home is strong, viable and will never cease to exist.”

State Fire Police:

Their next meeting will be in Deerfield, NY and it will be their Quarterly Convention.  Date reported is March 6-7, 2009.


1st Battalion:

Ridge-Culver is changing helmet colors.

Point Pleasant had a vehicle over the edge of a cliff.

Webster had a horse rescue operation from a large sink hole.  It became known that the hole was the one in which his (the horse’s) brother was buried. (This report was a whole lot of horse #$@%). (There!  I said it!!).

2nd Battalion:

They report at lot of auto collisions/crashes and several house fires.

Brockport reports that they had over 1,000 fires and over 2,000 EMS calls for the past reporting period.

Greece-Ridge had a 4-alarm fire in a yet-to-be-completed senior citizen project.  There were thankfully no injuries and all responders worked well together.  It was reported to be a “Bad One”.

3rd Battalion:

No report at this time.

4th Battalion:

No report at this time.

5th Battalion:

There was a house fire on Martin Rd.


The Strategic Plan for the Association was reviewed by the Association President (Chair) Ms. Diana Pfersick, R.N.

Subjects covered were:

What is the future of the Association?

Shall Civil Officer Training be offered?

Shall the Association start an “Elder Persons" fire safety program?

The members/groups/organizations should be polled for their ideas.

The Directors must take the message back to their Departments….”What can the MCVFA (Inc.) do for your benefit?  What would make people want to get involved?”

The Financial Protocols have been approved.


The “Code of Ethics” draft was passed out, (copy attached to these minutes).  There was a motion made to accept them as written.  1st by Mr. R. Pfersick.  2nd by the Messer’s W. Kramer and F. Skelton.  The motion passed with no dissent by voice acclimation.

The April 30, 2009 Quarterly Convention will be held at the Barnard Exempts.

The July 15, 2009 Quarterly Convention will be held at Chili Fire Department Co. #1.

Mr. Ken Fuller states that he may be missing some future meetings due to the fact that his wife is undergoing chemotherapy.  We all wish her well and our thoughts are with them during this difficult time.


Mr. R. Pfersick offered the Closing Benediction.
