Quarterly Convention

October 29, 2009

Spencerport, NY

The regularly scheduled Quarterly Convention of the Monroe County Volunteer Firemen’s Association, Inc. was called to order by the Association President, Ms. Diana Pfersick, RNC at 7:30 PM, immediately following a delightful dinner of Goulash, Salad and Dessert prepared by the staff of the Spencerport Fire Department.  The Kitchen Staff was acknowledged by a much appreciated and rousing round of applause by the attendees.

The assembly was led in the Pledge of Allegiance to the American Flag by the Association Sgt.-At-Arms, Mr. Thomas D’Ambra and the Opening Prayer seeking guidance was offered by the Association Chaplain, Mr. Royer Pfersick.

With the taking of the roll call, it was determined that a quorum existed to conduct all business brought to the floor by the attendees.

The guests of the Association were introduced by Mr. Lynd Hicks, the Association 2nd Vice President.  The attending guests were acknowledged by a round of applause.

The attending Spencerport Officials were also introduced and were acknowledged by a round of applause and thanked for their generous hospitality and efforts on behalf of the Association.

At this point, the Program Speaker, Mr. Michael Burnside, a Fire Investigator was introduced to the attendees and he proceeded to give a short but fact-filled presentation regarding the work of the Fire Investigators as it pertains to the responding emergency departments and personnel.  The presentation was both very interesting and informative, and was well received and was much appreciated by the attendees, judging by the comments and questions asked at the conclusion.

The Minutes of the previous meeting were approved in form and content on a motion called for by the Chair.  1st by Mr. A. Way.  2nd by Mr. R. Chichester.  This vote was by voice acclimation with no additions or corrections noted.


There were 2 (two) receipts given over to the Treasurer, (Mr. W. Nichols) for his workflow and eventual resolution and or payment.

Treasurer’s Report:            Mr. W. Nichols

The report of the Treasurer was read to the attendees and covered all pertinent financial information regarding the Association.  There was a motion called for to either advance the report or question it.  There was a 1st by Mr. C. Bommele to accept the Treasurer’s Report as given with no additions or corrections.  There was a 2nd by Mr. R. Diehl.  The motion as advanced was approved by voice acclimation.  There was no dissent or questions to the motion.

Banquet:            Mr. W. Nichols

Although there was no report at this time, Mr. William Nichols had brief comments on his being awarded the Michael Sadden Award at the Fire Appreciation Awards Banquet recently held at the Diplomat Party House.  He thanked all for the singular honor of this award.

Budget and Finance:            Mr. R. Diehl

Mr. R. Diehl rose to discuss the budget for the coming year (2010).  Mr. R. Diehl then gave a PowerPoint presentation of the complete budget, point by point and covering each and every category of the instrument/document.

The budget was then presented for a general vote to accept or reject.  There was a motion to accept the budget as presented by Mr. W. Kramer.  2nd by Mr. A. Way.  The motion to accept was approved by voice acclimation.  There was no dissent or discussion noted.

Investment Advisory:

No report at this time.

Constitution and Bylaws:

No report at this time.

Emergency Medical Service:            Ms. D. Pfersick, RNC

There will be a FASNY Seminar held in Montour Falls the 1st week of March 2010.  And Vital Signs will be held in Manhattan at the end of August 2010.

Explorers:            Mr. Royer Pfersick

Their next meeting is scheduled for November 12, 2009 at the Rush, NY Firehouse at 7:00 PM.

Fire Prevention Education:

There was a positive report given by Mr. R. Chichester on the Health Fair recently held at the Dome Arena.  It seemed the MCVFA (Inc.) was the only group in attendance that dealt with the subject of fire safety for senior citizens.  By all accounts, it was a well received effort and judging by the traffic…….a plus to the overall Health Fair.

Fire Prevention Essay Contest:            Mr. A. Way

Hospitality Room:            Mr. E. Renner

The hospitality room went well in Albany.  The Hotel was ……”A nice venue”.  It was a well received effort

Historical:            Mr. A. Sweet

2010 will see the 125th anniversary of the Honeoye Falls Fire Department.  Morton will be 75 years old.  Clifton Fire Department will be 75 years old and a large parade is in the works.  The Barnard Exempts will be seeing their 75th Birthday.

Legislative:            Mr. W. Schlegel

Mr. Schlegel states he was not in Albany but reported on the 19 items that were discussed there.  January 1, 2010 will be the start of the Legislative Season and Mr. W. Schlegel stated it’s the job of the Directors to see that the various departments are kept informed of the legislation as it affects the fire service.  Of note….there are 130,000 firefighters in the state.

Membership:            Mr. W. Nichols

To date 8 organizations have paid their dues as have 167 members.  There will obviously be more replies in the future.

Nominating:            Mr. P. Tracy

Mr. P. Tracy read the slate of persons standing for election for the year 2010 and reminded all attendees that all letters of endorsement must be received by January 28, 2010. 

Mr. L. LeonE rose to comment on the need for people to fill the listed positions.

Public Relations:

No report at this time.

Resolution:            Mr. L. Zarnstorff

The names of recently deceased members were read by Mr. L. Zarnstorff and the bell was rung for each signifying their “Final Alarm”.

Steering Committee:            Mr. D. Sweet

Mr. D. Sweet rose to state the need for solidarity for all endorsed candidates.  And the need for any person interested in any committee post or office to submit a resume to the Steering Committee.

Also discussed was the need for the MCVFA (Inc.) Secretary to write letters to both the WNYVFA (Inc.) and the NCNYVFA (Inc.) asking for their endorsement of Mr. David J. Sweet as Member of the Board of Directors-FASNY.  These letters will be executed ASAP to the afore mentioned organizations.

There was also a motion called for to support the above actions.  1st by Mr. L. Hicks.  2nd by Mr. G. Klingenberger.  The motion advanced with no discussion or comment by voice acclimation.

Transportation- 50/50 Drawing:

Mr. D. Sweet and Mr. G. Klingenberger won $5.00 each.

Clarence Spolir, Royer Pfersick and Frank Djmuracki won the ticket prizes.

#1 Awards:

The letters to the entire mailing list have gone out this past week.

There was a motion called for by the Chair to approve the Committee Reports as given.  1st by Mr. A. Way.  2nd by Mr. G. Laskowski.  The motion carried with no additional reports or comment….by voice acclimation.


Finger Lakes Burn Association:            Mr. K. Moyer

There was a hayride for the burn patients.  It went well.  The cycle ride raised a good amount of money for the Burn Center.

Fire Advisory Board:            Mr. L. Ritz

Mr. Gary Johnson is retiring.  Mr. Chris Fish is moving up.

County Fire Chiefs:

Drills and Officials:            Mr. L. Hicks

The overall winner was Main-Transit.  Mr. L. Hicks went on to state the Banquet was a great success and well attended.

Fire Districts:

Fire Marshals:

No report at this time.

County Fire Police:            Mr. K. Fuller

Their Quarterly Meeting is to be held at the St. Paul Exempts on November 5, 2009.  Their Banquet is to be held on March 27, 2010 and the incoming President is Mr. R. Maid.

Safety Officers:

No report at this time.

FASNY:            Ms. D. Pfersick, RNC

There is a need for Fire Departments to submit the names of all eligible persons.  There has been a laxity in the past.  The failure to submit names is a long standing problem.  There is an undercurrent from the “bosses” to use a common term that any act over and above is simply “Doing their Job”.  This attitude has to change and extraordinary actions should/must be recognized.

NCNYFA:            Mr. G. Burris

They had a meeting in Fairville on September 9, 2009.  The Convention is to be in Alden, NY June 4-6, 2010.

WNYVFA:            Mr. K. Fuller

Their next meeting is at Shawnee Fire Department.  The Banquet was September 26, 2009.

Chaplain’s Association:            Mr. R. Pfersick

No report at this time.

Coordinator’s Office:

No report at this time.

Firemen’s Home:            Mr. D. Sweet

Other than the fact the home has a new administrator, all is well with the county members.  There will be more on the new administrator as information becomes available.

State Fire Police:

No report at this time.


There were no out of the ordinary situations that bear repeating.  There was simply the usual work of very busy county fire and EMS organizations.

Of note…..there is a bridge out in the 2nd Battalion on Route 31.  Route 31A is being used to go west.


There is a need for hosts for the 2010 Quarterly Conventions.


The current checks were approved on a motion called for by the Chair.  1st by Mr. R. Diehl.  2nd by Mr. R. Pfersick.

The Association President discussed the Appreciation Awards and the future possible inclusion of a “Good Neighbor” Award.  There will be future discussions on this matter.


The Association Officers stated their reports were already covered during the course of the Quarterly Convention.


January 17, 2010 will see a dinner for Jonathon Davis being held at the Barnard Exempts.

November14, 2009 will see Turkey Raffles at both Clifton Fire Department and Barnard Fire Department.

There was a report on Ms. Ann Schultz being ill……..A card had already been sent.

Mr. K. Fuller thanked all present for the kindness shown him during his wife’s recent treatment for Breast Cancer.  She’s doing fine now and is reported to be almost done with treatment.

With no additional business brought to the floor by the attendees…..there was a motion called for to adjourn the Quarterly Convention.  1st by Mr. R. Diehl.  2nd by Mr. R. Chichester.  The motion passed with no dissent or additional comments.

The Closing Benediction was offered by the Association Chaplain, Mr. Royer Pfersick.
