 July 14, 2010


The scheduled Quarterly Convention of the Monroe County Volunteer Firemen’s Association, Inc. was called to order by the Association President, Mr. Lynd Hicks at 6:30 PM at the Brighton Fire District Facility located in Brighton, NY.  The Assembly was led in the Pledge of Allegiance to the American Flag by the Association Sgt.-At-Arms, Mr. Thomas D’Ambra.  The assembly was then led in a short prayer by the Association Chaplain, Mr. Royer Pfersick.

At this point, the convention attendees adjourned for a dinner of submarine sandwiches with all the trimmings, ending with a welcome treat of fresh watermelon.  The attendees offered their thanks for the delightful “Summer Time Dinner”.

At 7:30 PM, the attendees were recalled to order and the program was turned over to the Topic Speaker, Ms. Mary Louise Meisenzahl, Administrator of the Office of Emergency Management.  The topic was the “Mission” of the Office of Emergency Management.  The report was most informative, educational and well received by the attendees.  Our thanks go to Ms. Meisenzahl for her time and informative presentation.

With the taking of the roll call, it was determined a quorum existed to conduct all business brought to the floor by the attendees.

(Prior to the start of the evening’s business, the Executive Board met in Executive Session to discuss a personnel matter.  The Secretary was excused from attendance at this meeting).

The minutes of the previous meeting were approved with no additions or corrections on a motion called for by the Chair, Mr. L. Hicks.  1st by Mr. K. Fuller.  2nd by Mr. R. Patt.  The motion passed by voice acclimation.


There was one receipt for printing passed to the Treasurer for his workflow and final actions. 

There was one communication read, discussed, and acted on.

Treasurer’s Report:            Mr. W. Nichols

Mr. W. Nichols rose to describe the change in organizations handling the investment accounts that the Association owns.  Discussed were the reasons for the change and the hoped-for future benefits of the change.  Also discussed by Mr. W. Nichols was the change in the bank where the Association has its checking and savings accounts.  The new bank is the FASNY Credit Union.  The benefits are important.  This is a FASNY-related entity and the service is given with the needs of the Fire Service considered, rather than being just a little number in an institution that really doesn’t care if we bank there or not.  Personal service is a commodity that is sorely needed and much appreciated in today’s business climate.



Mr. C. Dunn rose to request that an outside audit be performed on the financial records of the MCVFA (Inc.) due to the fact there has been a change in both investment companies and banking institutions.  This should be done as soon as possible.

This was formed into a motion with the 1st being from Mr. C. Dunn and the 2nd from Ms. K. D’Ambra.  There was a brief period of discussion regarding the motion and the projected cost was discussed.  Several figures were spoken of but the prudent course is to seek a CPA and discuss fees at that time and then report this figure to the membership with knowledgeable accuracy.  This motion was advanced and passed by voice acclimation by the attendees.

Banquet:            Mr. W. Nichols

The banquet will be held May 7th 2011 at the Green Lantern.  It again will be combined with the Monroe County Ladies Auxiliary.  There will be more information on this as the time nears.

Budget and Finance:            Mr. R. Diehl

There is a budget meeting scheduled for Thursday, September 8, 2010 at Henrietta Station #1.  7:00 PM is the start time relayed this evening.

Investment Advisory:

Constitution and Bylaws:            Ms. D. Pfersick, RNC

There’s a meeting scheduled for Saturday, July 17, 2010 at the Training Center STEP Classroom.

Emergency Medical Service:            Ms. D. Pfersick, RNC

The Vital Signs will be held in Manhattan from August 26-28, 2010.

Explorers:            Mr. R. Pfersick

There will be a meeting held at the Mendon Fire Department on July 15, 2010 to discuss programs involving the Explorers.

Fire Prevention Education:

Fire Prevention Essay Contest:            Mr. A. Way

Mr. A. Way reports that he’s getting ready to send letters to Fire Departments.

Hospitality Room:            Mr. W. Nichols & Mr. D. Sweet

The contract has been signed with the Holiday Inn for the last weekend in October.  The hotel is located on Wolf Road.

Also discussed was that this year’s Hospitality Room at the FASNY Convention on Long Island will be a shared expense with the WNYVFA as a cost saving effort on the part of both groups.

Historical:            Mr. A. Sweet

Mr. A. Sweet gave a brief talk on the starting dates of some of the Monroe County Firematic Organizations such as……..FASNY was started in 1872, County Fire Chiefs was started in 1904, MCVFA (Inc.) was started in 1930), WNYVFA was started in 1900, NCNYVFA was started in 1900, the Fire Police was started in 1980.

Mr. A. Sweet suggested that a “Summit Conference” of these groups be convened in the future to discuss their respective future in the firematic community.

Legislative:            Mr. W. Nichols

The Heart Bill has gone to the Governor, as has the Cancer Bill and the Blue Light legislation.  The Fire Job Protection Bill has been approved and also sent to the Governor.  The Low Interest Loan Legislation has been sent on for the Governor’s approval.

Membership Nominating:

There was a short prayer offered for the deceased members of the Association.  The bell was sounded signifying their “Final Alarm”

There will be a topic at the Quarterly Convention to be held in Rush NY on October 28, 2010.  The Speaker will be Mr. Robert Faugh.


The winner of the 50-50 was Mr. J. Walsh.  The winner of the $5.00 sign in sheet drawing was Mr. J. Walsh.

The Equipment Show and Dinner will be held on August 11, 2010 at the Dome Arena.  The cost is $25.00 per ticket.

FASNY:            Mr. D. Sweet

Tickets for the Past President’s Banquet will be provided to Officers and Committee Chairpersons.  The 2nd ticket for guest, spouse or other will be the responsibility of that Officer of Chairperson.


On August 8, 2010 there will be a meeting held in Fairville, NY (Rt. 88 North of Newark NY) to select committees.

WNYVFA:            Mr. K. Fuller

The Convention is to be held in Newark, NY on July 21, 2010.

Howard Ayers passed away and a page of these minutes will be reserved in his memory.


Chaplains Association:

Firemen’s Home:            Mr. D. Sweet

As a cost saving action, one wing at the home will be closed.  There is a new budget being prepared and the one county resident is doing well at this time.

State Fire Police:

The Convention recently held was “Wonderful” and well attended.  Their Quarterly is scheduled for October 6-9, 2010 in Liverpool, NY.

Battalion 4:

Churchville has a new pumper in service.

Battalion 5:

Rush has a new rescue truck in operation at this time.


There was none brought to the floor.


Mr. T. D’Ambra asked permission to address the attendees.  He stated that he has been a member of the Rochester Protectives for 30 years and had in that time missed 2 meetings.  He further stated that he wishes to act as Trustee of the Firemen’s home because he wishes to assist the members of the home.  He further stated that he will act to the best of his ability to serve the needs of the residents.

Mr. C. Bommele was then requested to read the Roberts Rules of Order regarding the rescinding of a previously approved resolution.  There were some questions from the floor regarding the efforts of Mr. Bommele, so it was repeated to the attendees.

Mr. D. Schultz rose to state that if the MCVFA withdrew its support to Mr. T. D’Ambra the office would possibly pass from Monroe County to another county and it would never come back to Monroe County.

The Chair, Mr. L. Hicks then opened the discussion to the floor for a membership vote on a motion advanced by Mr.  E. Sexton and 2nd by Mr. Spoor.  The vote was 32 affirmative, 2 opposed and 1 abstention.

The MCVFA (Inc.) will support Mr. T. D’Ambra for the position as Trustee of the Firemen’s Home.

Mr. L. Hicks went to Barnard Exempts for their 75th Birthday.

Mr. L. Hicks nominated Mr. K. Fuller to serve on the Steering Committee and is still seeking persons to fill various Battalion Directorships.

1st Vice President:            Mr. Charles Bommele

Mr. L. LeonE reported on the progress made in seeking to change the color of the jackets from green to black.  Discussed here were possible price and store locations.

In the future, the Christmas party will be held at various locations rather than a single location (Barnard).

In the future, a representative will be attending the MCVFA Ladies Auxiliary Meetings.

With no additional business being brought to the floor there was a motion called for to adjourn the Quarterly Convention.  1st by Mr. R. Diehl.  2nd by Mr. E. Sexton.  The motion passed by acclimation and no dissenting votes were observed.

The Closing Benediction was offered by The Association Chaplain, Mr. Royer Pfersick.

In Memoriam


Howard M. Ayers

July 11, 2010, at age 61 years, died peacefully, surrounded by his loving family.  Predeceased by his parents, George S. & Vera N. Ayers of East Avon.  Survived by his loving wife of 40 years, Wanda Rookey Ayers; Daughter Tammy (Robert) Davis of Conesus; Son, Steve Ayers (Michele Colligan) of Springwater; Beautiful grandchildren, Kendra, Rachel, Chris, Matthew, Kimberlee & Sean Colligan; Brother-in-law, Arthur L. (Jane) Rookey of Syracuse; Nephews, Michael, Jonathan & Alan Rookey; Other loving family members, including Glenda Walkley Ayers, and all his friends & fire department families.

He enjoyed camping at Skybrooke in Dansville, with dear and supportive friends.  Howard was a volunteer fireman for 41 years, serving East Avon for 5 years, Lakeville, 36 years and served as Fire Chief, and most recently Springwater.  He held many positions throughout his firefighting years, recently reaching his goal of becoming a committee member of FASNY.  He was a life member of the Livingston County Volunteer Firemen’s Association, served as president and life member of the WNYVFA, life member of Livingston County Fire Chiefs Association, & charter member of the Lakeville Fire Department Exempt Club.  Howard will be sadly missed by all whose lives he touched so very deeply.
