July 20, 2011

The Quarterly Convention previously scheduled for this date was held at the Brockport Fire Exempts Building located West Avenue, Brockport, New York on the above date.

The assembled Directors, Committee Chairpersons, Delegates, Representatives and Guests of the Monroe County Volunteer Firemen’s Association Inc. were called to order by the Association President, Mr. Lynd Hicks at 6:15 PM.  The Assembly was led in the Pledge of Allegiance by Mr. Lynd Hicks and the Opening Prayer for guidance was offered by the Association Chaplain, Mr. Royer Pfersick.

The Convention was then adjourned for a wonderful Picnic Dinner consisting of burgers, salads, chips and all the trimmings prepared by Chef Way and his competent staff of assistants. (Mary Way performed quality control on the whole endeavor).

Following dinner, the Association President, Mr. L. Hicks again called the meeting to order and introductions of attending dignitaries to the assembly were accomplished by the Association 2nd Vice President, Mr. Louie LeonE.

The Topic Speaker was Mr. Brian Koster, who represented the Monroe County Fire Chief’s Association.  Mr. Koster spoke on the mechanics of the annual awards dinner that is held in the fall, (at the Diplomat Party House).  Discussed were awards criteria and the ins and outs of the event as it pertains to this organization and its continued support of their goals.  It was a most informative topic and Mr. Koster’s address was well received by the attendees. The business of the Convention then commenced.

With the taking of the roll, it was determined that a quorum existed to conduct all business brought to the floor by the attendees.

The minutes of the previous meetings were approved on a motion called for by the Chair, Mr. L. Hicks.  1st by Mr. R. Diehl.  2nd. by Mr. B. Mucica.  The motion passed by voice vote with no dissenting votes noted.



There were two receipts for printing fees passed to the Treasurer, Mr. W. Nichols for his records.

Treasurer’s Report:            Mr. W. Nichols

The complete report was previously emailed to the Directors by the Treasurer and there were no discussions from the floor regarding the report.  There was then a motion called for by the Chair, Mr. L. Hicks to pay the financial obligations of the Association.  1st by Mr. R. Diehl.  2nd by Mr. R. Chichester.

There was then a motion called for by the Chair, Mr. L. Hicks to “acknowledge” the receipt of the Report of the Treasurer.  1st by Mr. A. Way.  2nd by Mr. R. Diehl.

Both motions passed with no further discussion or comments by voice vote.  There were no dissenting votes cast.


The following Committees/Groups/Organizations/Associations had no report at this time for a variety of reasons: Audit, Investment Advisory, Constitution and Bylaws, Historical, Membership, Nominating, Public Relations, Special Events, Topics, Transportation, Fire Advisory Board, Drills and Officials, Fire Districts, Fire Marshals, Safety Officers, Chaplains Association, Coordinators, State Fire Police and Battalion Reports.


The December 14, 2011 Board of Directors Meeting and Christmas Party will be held at the Hilton Fire Exempts Club.  More to follow.

Budget and Finance:            Mr. R. Diehl

Committee Budgets are due ASAP to Mr. R. Diehl, the Committee Chairperson for discussion at the budget meeting to be held at Henrietta #1.  The date is T.B.A. but the time frame is probably the 2nd week of September.

Emergency Medical Service:            Ms. D. Pfersick RNC

Vital Signs will be held in Syracuse, NY October 13-16, 2011.  There are several new protocols available on the DOH web site, which can be accessed for current information regarding CPR.  The complete report is attached.

Explorers:            Mr. R. Pfersick

The bus trip to the FASNY Convention in Alexandria Bay has been dropped due to lack of interest in this type of transportation.

Smoke Flames and Courage will be held at Ontario Beach Park on August 27-28, 2011.

Fire Prevention Education:            Mr. A. Way

“Protect Your Family from Fire” is the theme of this year’s Essay Contest.  The material will be ready in September and will be distributed in October.

Hospitality Room:            Mr. D. Sweet

There will be no Monroe County Hospitality Room at the FASNY Convention upcoming in Alexandria Bay, NY.  There will be a shared room with the WNYVFA.  There was a motion called for to allow $500.00 to be given to the WNYVFA as a share of the room expenses at the Convention.  1st by Mr. D. Sweet.  2nd by Mr. W. Kramer.  The motion passed by voice vote.  There were no dissenting votes cast.

Legislative:            Messer’s D. Sweet and W. Nichols

The “Blue Light” Bill was signed by the Governor.  The Hazmat Bill was sent to the Governor for signature and additional other legislation was discussed.  Fallen Firefighter and the attendant benefits were reviewed.  For a complete view of the FASNY Scorecard, visit the FASNY web site at www.fasny.com.

Resolution:            Mr. R. Pfersick

The names of Association Members that passed away between Conventions were read by the Chaplain, Mr. Royer Pfersick and the bell was rung to symbolize their “Final Alarm”.  A short prayer was offered in their memory by Mr. Pfersick.

Steering Committee:            Mr. D. Sweet

The report is attached to these minutes and it was read by Mr. D. Sweet to the attendees.

The recommended names for various appointments were approved by the Attendees on a motion called for by the Chair, Mr. L. Hicks.  1st by Mr. K. Moyer.  2nd by Mr. R. Diehl.  The motion passed by voice vote with no dissenting votes.


The Yearbook is in a state of “Pending” until the WNYVFA Book comes out.  Then a decision will be made.

Special Committees:

(#1) The Health Fair:            Mr. R. Chichester

The date will be October 6, 2011 at the Dome Arena.  The discussion this evening revolved around the type of material that the Association will hand out.  There was discussion of the Fire Safety for seniors program and the FASNY Material available was suggested.  There are also discussions of various items that could be given out to the attendees.  There will be more information on this event as the planning is finalized.

(#2) The New Blazers Project:            Mr. R. Chichester

The Blazers will be available at J.C. Penny’s at Marketplace Mall.  The cost will be $99.99 with a 15% discount to Association members.  There will be no tax on the item.  The purchase must be made with cash. (No personal checks or credit cards due to the tax-exempt status of the MCVFA, Inc.)

The black jackets become official with the August FASNY Convention.

There may be is a 50/50 rebate on the purchase also.  At present, it’s still being worked on.  But nevertheless the Blazers are available.

There was a motion called for by the Chair, Mr. L. Hicks to approve the Committee Reports as given to the attendees.  1st by Mr. A. Way.  2nd by Mr. W. Kramer.  The motion passed by voice vote.  There were no additions noted nor dissenting votes cast.  The motion carried.


Finger Lakes Burn Association:            Mr. K. Moyer

The Burn Walk raised $340.00.

The Burn Camp will be held on August 3, 4, 5 and 6, 2011 in Holmstead.

The Burn Association had a booth at the Corn Hill Arts Festival and had many visitors.  There will be a booth at the Chief’s Steak Roast.  Mr. K. Moyer states he needs an assistant to share the load.

County Fire Chiefs:

The report was given by the guest speaker.

County Fire Police:            Mr. C. Spohr

The fall meeting is scheduled to be held at Clifton Fire Department on September 1, 2011.

The State Fall Meeting will be held in Spencerport, NY on October 14-15, 2011.

FASNY:            Mr. D. Sweet

FASNY is looking for a Grant Administrator on a per diem basis to cover a specific region of the state.  The information is available on the FASNY website www.fasny.com.

NCNYVFA:            Mr. D. Sweet

Mr. D. Sweet discussed their election results and of note, Mr. Edward Sexton declined to run for Financial Secretary.

The up coming meetings are as follows:

September 18, 2011 at Richmond, NY

October 16, 2011 will be the Banquet in Newark, NY

January 15, 2012 at Fairville, NY

April 15, 2012 will be the pre convention meeting

WNYVFA:            Mr. K. Fuller

The Convention will be held July 27, 28 and 29, 2011 in Warsaw, NY.  Mr. Fuller gave a brief run down of various events and did state that all are welcome at the Churchville tent for “meeting and greeting”.

Firemen’s Home:            Mr. D. Sweet

The current census is 67 members.  The maximum was quoted as 80 members.  The 8.9 million dollar budget is to be acted on to run the home.


There was none to be acted on.


The current dues situation was discussed by the Treasurer, Mr. W. Nichols.  The dues have to be raised to $10.00 to cover the expenses of FASNY Dues and normal operating expenses.  There were several comments from the floor covering this subject and the comments were all positive in nature due to simply raising costs of doing business.  There was a motion called for to raise the dues to $10.00 per year.  1st by Mr. G. Klingenberger.  2nd by Mr. A. Way.  The motion passed by voice vote.  There were no dissenting votes noted.  (See attachment.)

The passing of Mr. Barry Sens and Mr. Guy McGowan were noted and there will be pages set aside in the minutes in honor of their service and memory.

With no additional business brought to the floor by the attendees, there was a motion called for to adjourn the Quarterly Convention.  1st by Mr. G. Klingenberger.  2nd by Mr. R. Diehl.

The Closing Benediction was offered by the Association Chaplain, Mr. R. Pfersick.

In Memoriam


Guy McGowan

Penfield: On July 4, 2011 at age 90.  Guy is predeceased by his wife, Jayne Becker McGowan; son, James Jefferson "Jeff" McGowan and sister, Leanna Mayo of Fairport.  He is survived by his daughter, Sandra McGowan; and numerous nieces, nephews, cousins and dear friends.

Guy McGowan, son of James J. McGowan and Mina (Ludwig) McGowan was born and raised in Penfield, NY, attending its schools and growing up with the town.  Graduating from Norwich University in Vermont, the spring after Pearl Harbor, Guy entered the Army and served in North Africa, Italy, France and Germany before shipping out to the Philippines for the invasion of Japan.  The surrender brought him home to Penfield, where in 1946 he joined the Penfield Volunteer Fire Co. serving it proudly for the rest of his life.  He married his old school friend, Jayne, who had written to him throughout the war, and committed himself to raising his family, running his insurance business and serving his community through various organizations throughout his long life.  He will be missed.

Services were held Friday, July 8 2011 at the Jennings, Nulton & Mattle Funeral Home, 1704 Penfield Road, followed by interment at Oakwood Cemetery.  In lieu of flowers donations may be made to the Penfield Volunteer Fire Co. c/o Canandaigua National Bank, 1816 Penfield Road, Penfield, NY 14526.


In Memoriam

Barry Sens

Pittsford: July 5, 2011. Barry is survived by wife, Helen; son, Mark (Katie); grandson, Lane; mother-in-law, Miriam Stapleton; sisters-in-law, Jeanette Sens-Bush, Sandy (Chris) Milton-Hall and Jean (Greg) Wegman; several nieces, nephews, cousins and dear friends.

The family would like to acknowledge the wonderful care given to Barry from Lifetime Care, especially Suzanne F. and Claudia B.

Funeral Mass was held Saturday, July 9 at St. Louis Church, Pittsford, followed by interment at Pittsford Cemetery.  In lieu of flowers, please consider donations to the Barry Sens Scholarship Fund c/o Greg Wegman at Pittsford Volunteer Fire Department, 8 Monroe Avenue, Pittsford, NY 14534.
