February 27, 2013

The Monroe County Volunteer Firemen’s Association Inc. Board of Directors Meeting, previously scheduled was called to order by the Association President, Mr. Glenn E. Klingenberger at 7:02 PM.  The assembly was led in the Pledge of Allegiance to the American Flag by Mr. K. Fuller and the Opening Prayer for Guidance was offered by the Association Chaplain, Mr. Royer Pfersick.  The location of the meeting was the STEP Conference Room at the Combined Training Facility located at 1190 Scottsville Road, Gates, NY.

With the taking of the roll call…It was determined that a quorum existed to conduct all business brought to the floor by the attendees...

The minutes of the previous meeting were accepted on a motion called for by the Chair.  1st by Mr. A. Way.  2nd by Mr. R. Diehl.  The motion carried by voice vote.  There were no additions, corrections or comments noted.


The received communications were read and discussed with the Directors present.  There were several communications passed to the appropriate Directors for their workflow and future action on behalf of the Association.

Treasurer’s Report:            Mr. W. Nichols

Mr. W. Nichols reports that the current financial report covering all facets of the financial situation of the Association has been emailed to the directors previous to the current meeting.  There was no discussion regarding the Report of the Treasurer and the report was acknowledged as received by voice acclimation.

Audit Committee:

The report of this Committee is attached to these minutes and can be accessed at the Association web site www.mcvfa.com.  There were no questions addressed to the Audit Committee at this time.

Investments Advisory:

No report at this time.

Yearbook Fundraising Committee:

As per an email from Mr. Warburton, the campaign is to start on March 1, 2013.

Membership:            Mr. W. Nichols

Mr. W. Nichols reports the project is “Doing OK” and Mr. W. Nichols passed out current membership cards to the appropriate Directors for eventual distribution to the represented members of the Association.


Banquet Committee:            Mr. L. LeonE

The Banquet is to be held at the Green Lantern Party House on May 4, 2013.  $30.00 is the reported cost per ticket.

Constitution and Bylaws:            Mr. D. Nesbitt

Mr. D. Nesbitt discussed the current bylaw changes and per the floor discussions the changes and the wording problems were referred back to Committee for further work and will be re-presented to the Directors at a later date.  Mr. C. Dunn spoke as to the historical problems with the bylaws and will be included in further meetings of the Committee working on this project

Emergency Medical Service:

No report at this time.

Explorers Committee:            Mr. R. Pfersick

Rules and Regulations Meeting is to be held in the future.  Mr. A. Sweet is to attend and report back to the directors.

There will be a bus to the FASNY Convention to be held in Albany NY. Bivouac is hoped to be at a local school.  More details will be forthcoming as this project unfolds.

Fire Prevention Education/Essay Contest Committee:

Mr. A. Way reported on the work of the Committee and supplied a written report that is attached to these minutes and can be accessed at the Association web site www.mcvfa.com.

Legislative:            Mr. D. Sweet

Mr. D. Sweet gave a brief report on the legislative efforts of FASNY and the members are well advised to review the complete up to date legislative program by visiting the FASNY web site at www.FASNY.com.

Nominating Committee:            Mr. G. Burris

“All set for April 13, 2013.”

Public Relations:            Mr. C. Dunn

The Association web presence on Facebook is well over 600 at this reporting.  Mr. C. Dunn is looking for a new web host site due to expanding costs with the current provider.

Resolution:            Mr. R. Pfersick

Will be ready for the April Quarterly.  Mr. R. Pfersick again asked that he be sent any obituaries of deceased firefighters within the county (mcvfachaplain1@yahoo.com).

Steering Committee:            Mr. D. Sweet

There will be a meeting scheduled and a report will be forthcoming at the next quarterly convention.

Conventions and Campaigns:

No report at this time.

FASNY:            Mr. D. Sweet

April 14, 2013 is the date of the Legislative update (WNYVFA).

April 21, 2013 is the date of the Legislative update (NCNYVFA).

April 27-28, 2013. Recruit NY Program coming up.

August 20-23, 2013 are the dates of the FASNY Convention, which will be held in Albany, NY.  All workshops at the FASNY Convention this year will be a cost item. One charge for the entire day will be the rule.  $20.00 is the reported cost.

WNYVFA:            Mr. K. Fuller

“Doing OK.”  Nothing to report at this time to the Directors.

NCNYVFA:            Mr. G. Burris

The Banquet this year will be at the Club 86 located in Geneva NY. The date reported is October 19, 2013.  The report is attached to these minutes and can be accessed at the Association web site www.mcvfa.com


Chaplains, Coordinators and County Fire Chiefs had no report at this time.

County Fire Police:

Seminar at Montour Falls…March 16, 2013.

Brockport High School, May 18, 2013….All day program.

Finger Lakes Burn Association:

No report at this time.

Fire Advisory Board:            Mr. L. Ritz

March 18, 2013 is their next meeting.

Fire Districts:

No report at this time.

Fire Marshals:            Mr. C. Dunn

Meeting upcoming in May of 2013.  More to follow.

Firemen’s Home:            Mr. A. Way

67 is the current census with 2 possible admits being processed.  At present there is only one current member of the home….Ms. S. Popoon.

Safety OfficersandState Fire Police had no reports at this time.


Battalion 1:

Webster Fire Department has been working very closely with West Webster Fire Department.  They have been doing a lot of mutual aid alarms, which is taking a lot of the pressure off West Webster.

Battalion 2:

Walker, Hamlin and Morton will be forming as one fire district on Feb. 28, 2013.

Battalion 3:

No reports

Battalion 4:

Churchville is getting a new reserve truck.

Battalion 5:

No reports at this time.


The President:            Mr. Glenn E. Klingenberger

Mr. G. Klingenberger asked for assistance on the email from Mr. Mike Nicholson on the piece of proposed legislation covering injured firefighters.  The information per discussion was referred to the FASNY Legislative Committee for further actions.

The 1st Vice President:            Mr. LouiE LeonE

Mr. L. LeonE discussed the proposed booklet that has been sent out for 3 bids.  The project is currently ongoing for investigation.

The 2nd Vice President:            Mr. Dale Nesbitt

No report at this time.


There was a general discussion on some type of printed material to be done in the near future.  The discussion this evening centered on both the material to enter into print and the format of trifold or other method of presentation.  This being an ongoing project…more information will be shared when a final product is finalizes by the Directors.

March 1, 2013 is the start date of the fund drive.


The Strategic Plan will be sent to each Director for review and it will be discussed at the next meeting.

Planning Committee:

No report at this time.

Paying of Financial Obligations of the Association:

Mr. W. Nichols read of the current obligations of the Association and on a motion called for by the Chair, it was agreed to pay the listed financial obligations.  1st by Mr. R. Diehl.  2nd by Mr. R. Chichester. There was no discussion, additions or subtractions noted.  The motion carried by voice acclimation.

Sick and Distressed:

Nothing from the assembly was noted.

Good of the Organization:

No information was forthcoming.

With no additional business brought to the floor by the attendees, there was a motion called for to adjourn the Board of Directors Meeting of the Monroe County Volunteer Firemen’s Association (Inc.).  The motion carried by voice acclimation.

The Closing Benediction was offered by the Association Chaplain, Mr. R. Pfersick.
