September 25, 2013

The regularly scheduled meeting of the Board of Directors of the Monroe County Volunteer Firemen’s Association, Inc. was called to order by the Association President at 1903 hrs. on the above date.  The meeting was held in Room 117B at the Combined Training Center located at 1190 Scottsville Road, Gates, N.Y.

The assembly was led in the Pledge of Allegiance to the American Flag by Mr. Alan Way and a moment of silence was observed in remembrance of the fallen and departed members of the Association.  There then was a short Opening Prayer for guidance offered by the Association Chaplain, Mr. Royer Pfersick.

With the taking of the roll call, it was determined that a quorum existed to conduct all business brought to the floor by the directors in attendance.

The minutes of the previous meeting of the Association were approved as to form and content on a motion called for by the Association President, Mr. Glenn E. Klingenberger who was acting as Chair at this time.  1st by Mr. A. Way.  2nd by Mr. L. LeonE.  The motion carried with no additions or corrections by voice acclimation.  There were no dissenting votes noted.


There were none presented to the Secretary at this meeting.


Treasurer’s Report:            Mr. W. Nichols

Mr. W. Nichols reported that he had sent the financial report to the appropriate members by email and by question as to receipt – all had received them, reviewed same and had no comment or questions at this meeting.  There was no discussion of the report noted at this time.  There was a motion called for by the Chair to acknowledge receipt of this report.  1st by Mr. D. Nesbitt.  2nd by Mr. R. Chichester.  The motion to acknowledge was carried by voice acclimation.  There were no dissenting votes cast.  The motion therefore was carried.

Audit Committee:

Yearbook/Fundraising Committee:

There was a profit noted by the Treasurer.  (Mr. W. Nichols gave a complete picture of amounts in and the figure to date.)

Mr. W. Nichols stated the information is to go out October 1, 2013 to all members of record.

Emergency Medical Committee:            Mr. R. Pfersick for Ms. D. Pfersick

Vital Signs….Scheduled for October 23-27, 2013 in Buffalo, NY.

Explorers:            Mr. R. Pfersick

Membership in the program has been raised to $25.00 per scout.  There was some comments made regarding the increase but no action is being taken at this time in disagreement to the increase.  This is not to say that this will be the final word on the matter, as several departments have voiced their objections.  Seneca Waterways officials will be contacted in the future regarding this increase.

The next Explorer’s Meeting is scheduled for the 2nd Thursday in November at Spencerport, NY.

Fire Prevention Education Committee:            Mr. R. Chichester

The Health Fair to all set for October 10, 2013.  Set up will be prior to the event and the Fair will run from 9:30 AM to 4:30 PM.  The County Banner will be provided by Mr. E. Renner for display at the MCVFA (Inc.) Tables which are #’s117 &119.

There was discussion of a “Wellness Fest” sponsored by the Monroe County Department of Resources (?).  This may be of future interest to the MCVFA (Inc.) for future participation.

Fire Prevention Essay Contest:            Mr. A. Way

The material is out to the various persons involved in this project and Mr. A. Way states that he has additional Essay material with him this evening for those who need their material.

Of positive importance:

  • After several years of no Essay Contest activity in the Town of Irondequoit, the Association President, Mr. G. Klingenberger made contact withfire officials in that town and now both East Irondequoit and West Irondequoit School Districts will be participating in the Essay Contest.
  • Hilton School District is also participating in this contest.

Legislative:            Mr. D. Sweet

Six, (6) Bills were OK’d by both houses of the New York State Legislature and 2 were sent to Governor Cuomo for his action.  One of these is of great importance to the FASNY Members….The Novelty Cigarette Lighter Issue.  It is hoped the Governor signs this ASAP.

Nominating Committee:

Public Relations Committee:

No report at this time.

Steering Committee:            Mr. D. Sweet

There will be a meeting held prior to the next Quarterly Convention.  The committee members will be notified by email within the next week.

Convention and Campaigns:

No report at this time.

Topics:            Mr. R. Pfersick

At the next Quarterly Convention, the topic will be the “Phoenix Program for Females in the Fire Service”.


FASNY:            Mr. D. Sweet

FASNY will no longer be sponsoring any state wide contests…such as the Poster Contests.  These will be left to regional control.  Current information can be accessed at www.preventfiresny.com.


Their next meeting is to be held in St. Johnsburg, NY, (Niagara County) on November 10, 2013.

NCNYVFA:            Mr. G. Burris

The following delegates had no report for a variety of reasons: Chaplains Association, Coordinators Office, and County Fire Chiefs.

County Fire Police:

Next meeting will be October 3, 2013 at the Training Center.  Then…November 7, 2013 at Henrietta #1…6:30 PM.

Finger Lakes Burn Association:

No report at this time.

Fire Advisory Board:            Mr. L. Ritz

Fire Marshals:

Firemen’s Home:            Mr. A. Way

The census as of today is 69 with one new admission in the works. 

Other than the above….All’s well at the home.

Safety Officers:

Meeting September 25, 2013 at the Ontario FD.

State Fire Police:

Meeting…1st week in October 2013 in Utica, NY.


There were no reports at this time.


The Association President:            Mr. Glenn E. Klingenberger

Mr. G. Klingenberger caused letters be written to various U.S. Senators and Representatives regarding a change of U.S. Codes governing the dispersal of funds currently being held by the West Webster Fire Department that were donated to the victims of the December 24th ambush shooting of firefighters and police departments responding to the incident in Webster, NY.  These letters were signed and will be mailed this evening.

The 1st Vice President:            Mr. Louie LeonE

Mr. L. LeonE reported on an invitation put out by the MCVFLA regarding the Pot Luck Dinner sponsored by the ladies scheduled for October 2, 2013 at the Rush Fire Station in Rush NY.  Attendees are requested to bring a dish to pass and table service for each attendee.  Also there are two (2) bought and reserved tables for MCVFA (Inc.) participation on October 10, 2013 at the Diplomat Party House for the Fire Awards Event.

The 2nd Vice President:            Mr. Dale Nesbitt

Refer to Old Business.


Mr. W. Nichols presented the current bills to be paid by the Association.  There was a motion called for to pay these bills.  1st by Mr. R. Diehl.  2nd by Mr. D. Nesbitt.  The motion carried with no discussion.  There was no dissent or questions to Mr. W. Nichols.

There was a motion called for to transfer a sum of money from the Association accounts to a more aggressive fund.  There was no negative comments noted and the motion was made to accomplish this action by the Treasurer.  1st by Mr. A. Way.  2nd by Mr. R. Chichester.  The motion carried by voice acclimation. There were no dissenting votes cast.

There was a motion made by Mr. A. Way to partner with the North Greece Fire District in their Poster Contest.  Mr. A. Way stated that he would start the program.  This suggestion was pended one month for discussion.

At this point, the floor was turned over to Mr. R. Diehl. Chair of the Budget and Finance Committee, to explain the new budget (2014).  Mr. R. Diehl went over the budget item classification section by section.  There were many questions from the floor and all the questions were answered to everyone’s complete satisfaction.  The presentation was thorough and complete.

After all questions were resolved, there was a motion made to accept the budget and have it presented at the next Quarterly Convention for final member adoption.  Motion made by Mr. D. Sweet.  2nd by Mr. R. Diehl.  The motion was carried by voice acclimation.  There was no dissent noted.


Mr. D. Nesbitt stated that the Christmas Meeting is to be held at Carmestros Restaurant on Canning Street, Hilton, NY on December 11, 2013.

Mr. Nesbitt went on to discuss the possible cancellation of the December 11th event in favor of Holiday Party at the Hilton Exempts.

He proceeded to discuss a possible motion to accomplish this.  The motion was unsuccessful due to a procedural issue.


There will be a yearbook published for the current year.

The next Quarterly Convention will be held at the Combined Training Center on October 24, 2013, and a Workshop Meeting on October 16, 2013.

With no additional business brought to the floor, there was a motion made to adjourn the Board of Directors Meeting.  1st by Mr. R. Chichester. 2nd by Mr. R. Diehl.  The motion carried by voice acclimation.

The Closing Benediction was offered by the Association Chaplain, Mr. R. Pfersick.

Patricia J. Fox

Fairport: July 22, 2013. Predeceased by husband, Donald.  She is survived by 2 daughters and 5 sons: Karen (Richard) Riordan, Keith (Lorraine), Donald (Virginia), Michael, Susan Walter, Stephen (Megan) and Patrick (Stephanie); 11 grandchildren; 3 great-grandchildren; 1 brother, Robert Jennings; 1 sister, Donna Marrocco; special cousin, Jack (Linda) Schaefer; several nieces and nephews.

Pat was a longtime member of the Fairport Fire Department Ladies Auxiliary, Past President of Monroe County Volunteer Fireman’s Association Ladies Auxiliary. She was a volunteer Grandma at Dudley Northside School, Fairport.
