April 28, 2005

The Quarterly Convention of the Monroe County Volunteer Firemen’s Association was called to order by the President, Mr. Alan C. Way at the Combined Training Center located at 1190 Scottsville Rd. Rochester NY.

The attendees were led in the Pledge of Allegiance to the American Flag and an Opening Prayer was offered by the Association Assistant Chaplain, Mr. Donald H. Fox.

With the taking of the roll call, it was determined that a quorum was present to conduct all business brought to the floor by the attendees.

The attending guests were introduced by the 2nd Vice President, Mr. William Bostian.

The minutes of previous meetings were approved on a motion called for by the Chair. 1st by Mr. R. Diehl. 2nd by Mr. M. Smith.


There was one communication received covering fund raising practices, which was shared with the attendees. The communication was given to the appropriate people for their consideration and future actions.

There was one bill presented for printing services. This bill was given over to the Treasurer for his workflow and payment.
Treasurer’s Report: Mr. T. Summers

The face sheet is attached to these minutes. There was no discussion regarding the Treasurer’s Report. There was a motion made by the Chair to accept the report. 1st by Mr. S. Giuliano. 2nd by Mr. H. Howitt.


There were no reports taken from the Banquet, Budget and Finance, Drills and Officials, Explorers, Fire Prevention, Fire Safety Trailer, Fire Prevention Essay Contest, Public Relations, Yearbook and Topics committees.

Audit: Mr. L. Mack

Constitution and Bylaws: Mr. S. Giuliano

Mr. S. Giuliano reports that the re-write is in progress.
Emergency Medical Service: Ms. D. Pfersick

The Committee Report is attached to these minutes.
Hospitality Room: Mr. D. Sweet

The Hospitality Room will be open and functioning in the absence of Mr. & Mrs. R. Maid, who are attending the funeral of an immediate family member.
Historical: Mr. A. Sweet

There is material relating to the MCVFA (Inc.) on display in the display cases located in the lobby of the Combined Training Center.
Legislative: Mr. W. Nichols

April 30, 2005 is the start of the Legislative Conference in Albany. Mr. W. Nichols discussed at length his visits to the various legislators on behalf of the agenda sponsored by both FASNY and the MCVFA (Inc.). Mr. W. Nichols discussed the 2% statutes and the changes to them as proposed by career fire fighter unions and lobbying groups. There were several discussions from the floor regarding any proposed changes to the current 2% statutes.

There will be further information forthcoming on this subject.

There has been no change in the membership numbers since the past reports (Attached to past minutes and available this evening to the attendees).
Nominating: Mr. P. Tracy

His report is attached to these minutes.

The slate of nominees was approved by a motion called for by the Chair. 1st by Mr. L. Mack. 2nd by Mr. R. Diehl. The Motion was carried with no discussion or additional candidates from the floor.

The results of the election are as submitted by Mr. P. Tracy and titled, “The Nominating Committee of the Monroe County Volunteer Firemen’s Association, Inc.”.
Resolution: Mr. D. Fox

The Resolution List is attached to these minutes and they were read by Mr. Donald H. Fox, the Association Assistant Chaplain. The bell was tolled signifying their “Final Alarm”.

Mr. Christopher Dunn has had his water tight envelope compromised by dual hernia surgery. It is reported that all has gone well and he’s on the mend. However, he has sent word that the Siren is out and can be read and downloaded from the MCVFA (Inc.) web site. (http://www.mcvfa.com)
Steering Committee: Mr. D. Fox

The Steering Committee Report is attached to these minutes.
Transportation: Mr. D. Sweet

There will be a return to the Turf Inn in 2006. This year’s headquarters will be at the Crown Plaza.
Special Committees: Mr. L. Leone

This year’s award will be given to Mr. Edward Ver Weire.

There was a motion called for by the Chair for approval of the Committee Reports. 1st by Mr. S. Giuliano. 2nd by Mr. M. Smith. Motion carried with no discussion.

Finger Lakes Burn Association:

This year’s Burn Camp dates are August 11 through 14. The Association is seeking donations at this time to underwrite the above dates.
Fire Advisory Board:

Their report is available in the current issue of the Siren and can be found at http://www.mcvfa.com.
County Fire Chiefs: Mr. A. Sweet

Mr. A. Sweet reports that the City of Rochester has been awarded a large training grant, and is co-opted with Channel 21. The figure quoted is $600,000.00.

Fire Districts and Fire Marshals had no report at this time.
County Fire Police: Mr. L. Leone

Their next meeting will be at the Training Center in the STEP Office.

The Association President Mr. Donald Wainright discussed the NY State Convention that will be held in Rochester May 12-15, 2005 at the R.I.T. Inn and Conference Center. Their Banquet will be held on May 14, 2005 at the Conference Center. It is reported that they expect attendees from throughout New York State.
FASNY: Mr. W. Nichols

There is a mailing to be sent out by FASNY in the near future regarding the upcoming State Convention to be held at Lake Placid NY, August 18-20, 2005.

WNYVFA: Mr. K. Fuller

The results of the Fire Prevention Essay Contest, provided by Mr. J. Hendrickson, are attached to these minutes.


Chaplains Association had no report at this time.
Coordinators Office:

Mr. A. Sweet reported on the “Bunker Program” now being implemented. This program covers students at MCC and the usual student commitment is 15 hours a month.
FASNY: Mr. W. Nichols

January 17, 2005 was the ground breaking for the new Firemen’s Home.
Fire Police: Mr. A. Sweet

The County Fire Police will be meeting May 11, 2005 at North Greece Fire Department.

1st Battalion:

The death of a young soccer player and the over abundance of EMT’S responding was discussed by First Battalion representatives.
2nd Battalion:

Spencerport lost a house to a fire.

North Greece and Lakeshore provided mutual aid.

North Greece had a fatal car race.

There were no reports from the 3rd, 4th and 5th Battalions at this time.


The resignation of Mr. Edward Chrysler was discussed. The resignation at this time is not official due to the fact it was not in writing. The President, Mr. Alan C. Way will be following up on this with Mr. E. Chrysler.


There was a letter purported to have come from the Pittsford Fire Department regarding complaints in fund raising. This letter, previously read, was given over to the Chair for appropriate future investigation and actions.

The current slate of Officers was sworn in by FASNY Committeeman Mr. W. Nichols.

The next Quarterly Convention will be held in Brockport NY, Wednesday, July 20, 2005 at the Exempts Club on West Avenue.

The 1st Vice President, Mr. L. Ritz and the 2nd Vice President, Mr. W. Bostian had no report at this time.


Father Robert Winterkorn has been getting treatment at Saint Ann’s Home. He’s on the mend and a card will be sent to him.

Mr. K. Fuller provided articles to local newspapers describing the role of the State Fire Police. Copies are attached to these minutes.

With no additional business brought to the floor, there was a motion called for to adjourn the Quarterly Convention. 1st by Mr. G. Dunst. 2nd by Mr. M. Smith. Motion was accepted.

The Closing Benediction was offered by the Association Assistant Chaplain, Mr. Donald H. Fox.
